Job summary

General Dynamics Information Technology is seeking a Program Advisor to oversee national security trainings abroad, helping disrupt CBW programs and strengthen compliance frameworks. The role partners with the State Department’s CTR to advance top national security priorities by developing and coordinating programs such as research security, data protection, and supply chain safeguards.

Qualifications

• Demonstrated experience in USG international security, nonproliferation, national security, biosecurity, chemical security, or global health security, including exercises and trainings.
• Strong writing, presentation, and analytical skills; experience coordinating with interagency partners.
• Outstanding diplomacy, communication, teamwork, stakeholder coordination and project management.
• Proven ability to manage multiple projects with tight deadlines and complex workloads.
• Willingness to travel internationally; foreign language skills are a plus.
• Must be able to obtain and maintain a U.S. Government security clearance.

Responsibilities

• Develop and implement security assistance strategies and national security programming to prevent exploitation of CBW-related data, materials, expertise, and technologies.
• Provide project management oversight and lead third-party implementers to achieve CTR objectives.
• Review threat reduction proposals and advise on funding based on geographic and subject matter expertise.
• Support CTR budget planning, including documentation for grants and interagency agreements; monitor finances.
• Conduct research and analysis to support tailored programs advancing national security priorities.
• Develop and maintain relationships with key stakeholders and represent CTR in discussions and working groups.
• Collaborate across the State Department and with interagency partners to align programs with nonproliferation priorities.
• Draft papers for senior officials on CTR activities and policy perspectives; represent CTR in meetings as needed.
• Perform other duties as assigned by leadership.
