Job description

The Texas General Land Office is seeking a Project Manager III (CEPRA Project Manager) within the Coastal Resources Department of the agency.

Performs complex (journey-level) Coastal Erosion Planning and Response Act (CEPRA) project management work. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May assign duties and responsibilities and coordinate the work of project staff. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

What Your Contributions to the GLO Will be:

· Manages, develops, evaluates, and oversees activities for assigned CEPRA, NRDA and other coastal projects. Reviews and drafts bid and technical documents for CEPRA, NRDA, and other coastal programs. Compiles and distributes project information and coordinates assigned project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.

· Monitors and manages project quality and cost to ensure that project deliverables are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget. Communicates project status to interested stakeholders.

· Develops budgets, schedules, work plans, resource requirements, cost estimates and projections for CEPRA, NRDA and other coastal projects.

· Assists in the evaluation of potential future projects, preparation of program budget requests, and development of program reports and project summary documents. Implements and monitors restoration plans and develops success and provides scientific-technical expertise in the evaluation of technical documents and restoration plans.

· Participates in public meetings/hearings, facilitates group discussions, and provides technical assistance and advice to management, the public, or other interested groups in the application of appropriate state and federal laws and regulations and natural resources programs and plans.

Minimum Qualifications:

· Graduation from an accredited four-year college or university with a degree in natural science, coastal studies, engineering, geology, or a related field.

· Five (5) years of professional experience in construction-related project management with coastal resources, geology, engineering, or a related field.

Preferred Qualifications:

· More than five (5) years of experience working directly with coastal construction projects or natural resources project management. Experience working directly with USFWS, USACE, and/or similar agencies on developing and obtaining permits.

· Proven ability to manage complex coastal-related projects.

· Professional Geoscientist licensed by the Texas Board of Geoscientists and/or a licensed Professional Engineer.

· Advanced degree from an accredited post-graduate institution in a program-related discipline.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
