Job description

The Texas General Land Office is seeking a Manager V (CEPRA Manager) within the Coastal Resources Department of the agency.

Performs advanced (senior-level) managerial work administering the daily operations and activities of the Coastal Erosion Planning and Response Act (CEPRA) program's business function, division, or department. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources.

What Your Contributions to the GLO Will be:

· Responsible for overseeing and managing the daily activities, staff and operations of the GLO's CEPRA program including planning, assigning, aud supervising work. Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities. Develops and evalutes budget expenditures, and makes adjustments as necessary.

· Plans, implements, coordinates, monitors and evaluates policies and procedures and monitors compliance with policies and procedures. Identifies areas of needed change and makes recommendations to improve operations. Develops and implements techniques for evaluating business functions or division or department activities. May manage programs focusing on continuous process improvement.

· Acts as a liaison and representative of the CEPRA program to external state, federal, regional and public stakeholders. Attends meetings and events to represent the CEPRA team.

· Oversees special investigations, program analysis, research studies and internal audits.

Minimum Qualifications:

· Graduation from an accredited four-year college or university in natural science, coastal studies, engineering, or a related field,

· Six years of professional experience, including management of programs or staff primarily in the area of construction-related project management with coastal resources, geology, engineering, or a related field.

Preferred Qualifications:

· More than ten years of experience working directly with coastal construction projects or natural resources project management.

· Experience working directly with USFWS, USACE, and/or similar agencies on developing and obtaining permits. Proven ability to manage complex coastal-related projects and staff.

· Professional Geoscientist licensed by the Texas Board of Geoscientists and/or a licensed Professional Engineer.

· Advanced degree from an accredited post-graduate institution in a program-related discipline.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
