Job summary

State of Missouri seeks a GIS Specialist to provide GIS support for all state agencies. You will develop GIS applications, manage ArcGIS Online policies, and support DEQ with twelve ongoing and new applications. You’ll train users and troubleshoot spatial data issues for hundreds of staff.

The role requires strong ESRI ArcGIS experience, data management skills, and the ability to coordinate multiple GIS projects across a busy state agency.

Qualifications

• Bachelor’s degree in GIS or closely related field with strong GIS/IT emphasis.
• Comprehensive knowledge and experience with ESRI ArcGIS Pro and extensions (Spatial Analyst, Network Analyst, 3D Analyst, Geostatistical Analyst).
• Skills in Python (ArcPy/ArcGIS API for Python) and SQL programming desired.

The Office of Geospatial Information (OGI) is seeking to fill a GIS Specialist position for the providing GIS support for all state agencies. This position requires someone who can help us communicate the vision of expanding the use of geospatial technology across the departments. You will be involved in developing exciting GIS applications, managing ArcGIS Online policies and strategies, developing methodology for geographic analysis, support a dedicated group of GIS users within the State of Missouri, assist with related census work, and developing field mapping applications.

This position will be assisting the Division of Environmental Quality (DEQ) of Department of Natural Resources (DNR). Primary role of this position is to develop and maintain GIS Applications for DEQ. This office has developed twenty-two applications for DEQ, this position is responsible for maintaining twelve applications besides developing any new applications. This staff needs to work with DNR staff on complex applications like MoCWIS, PFAS Map Viewer, Source Water Assessment application for data updates and troubleshooting any issues. This position is responsible for supporting and helping two hundred DEQ staff who actively use GIS daily.

• The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.

This position is within the Office of Administration Information Technology Services Division, Office of Geospatial Information (OGI).

• Consult and closely work with the GIS Team Manager and other team members to evaluate and plan organizational GIS needs.
• Conduct outreach to counties, municipalities, and other stakeholders for census activities and other GIS related tasks
• Plans, coordinates, facilitates, and works on specific GIS projects and activities within the assigned agency/division.
• Serves as an expert on spatial technology matters.
• Provides guidance on GIS data acquisition, implementation, and management of geodatabase schema, with consultation with GIS Manager.
• Plan, design, and develop ESRI ArcGIS Online Web applications including experience builder, operations dashboards, custom interactive web map applications, field maps applications, and hub site with custom initiatives.
• Implement strategies and policies towards our ArcOnline and Portal environments.
• Provide training and troubleshooting to GIS users.
• Help GIS users within the department with their GIS needs. This support may include help with data creation, editing, and any technical issues related to GIS desktop software.
• Participates in other GIS activities as assigned.

• Bachelor’s degree in GIS, Computer Science, Geography, Statistics, Sociology, Environmental Science/Geology, or closely related field with strong GIS/IT emphasis.
• Comprehensive knowledge and experience with ESRI ArcGIS Pro and extensions (such as Spatial Analyst, Network Analyst, 3D Analyst, Geostatistical Analyst etc.).
• Working knowledge of geodatabases, database design.
• Experiences in ESRI cloud based technology that are utilized by ArcGIS Online.
• Skills in Python (especially ArcPy/ArcGIS API for Python), Arcade or any other scripting language such as Java Script, SQL programming desired.
• Ability to learn and integrate different technology platforms in creating solutions for complex business needs.
• Ability to troubleshoot complex GIS applications.
• Ability to convey technical information and concepts to non-technical staff and stakeholders.
• Serves as expert on spatial technology matters.
• Ability to manage multiple projects at the same time.
• Ability to define a problem, analyze relevant information, and develop solutions and plans to solve the problem.
• Ability to develop and sustain cooperative working relationships.
• Excellent communication skills, both verbal and written.
• Ability to be self-motivated, exercise independent judgment and take action on it.
• Ability to learn and adapt to changing GIS technologies and capabilities.
