Job summary

Terrestris LLC is seeking a Consulting GIS Specialist to manage GIS service operations and lead application development for the DOI Bureau of Reclamation. The role emphasizes ESRI platform expertise, GIS programming, and enterprise GIS delivery.

The candidate will oversee day-to-day service center operations, supervise GIS staff, ensure data quality, and drive modernization initiatives across GIS workflows and interfaces.

Qualifications

• Bachelor's degree or equivalent professional experience in a related field
• 3–5 years GIS production experience with ESRI software
• 3 years GIS programming and automation experience: Python, Arcade, ModelBuilder
• Experience with GIS/CAD environments and network administration
• Experience developing enterprise GIS applications and tools

Responsibilities

• Oversee day-to-day operations of the GIS service center, including workload management and project delivery
• Supervise GIS programmers and technical staff
• Ensure GIS production quality, database updates, and user access management
• Coordinate staffing, billing, benefits, and travel
• Analyze GIS system requirements and recommend technical solutions
• Develop GIS tools and automated workflows using ESRI technologies
• Develop GIS applications with JavaScript APIs and ArcGIS Online
• Perform requirements analysis, cost estimating, and workload forecasting
• Advise on GIS hardware/software needs and upgrades
• Support field data collection workflows and 3D analysis
