Job summary

Flagler County is seeking a GIS Analyst to procure, organize, analyze, report upon, and document Geographic Information Systems (GIS) data for the Innovation Technology department. The position reports to the GIS Manager and will provide spatial data services including maps, applications, charts, reports, and presentations to stakeholders.

Qualifications

• Bachelor’s degree in geography, computer science, environmental science, urban planning, or related field is required.
• 3 years of progressively responsible experience in GIS mapping and application development is required.
• Experience with at least one large language model (LLM) or generative AI tool and ability to describe how AI outputs are verified is preferred.
• Familiarity with GIS automation methods such as Python scripting or Esri’s Model Builder is highly required.
• 2 years of experience using ArcGIS Pro 3+ is required.
• Experience with ArcGIS enterprise geodatabase management (traditional and branch versioning) is preferred.
• Must possess a valid State of Florida Driver’s License.
• Criminal Justice Information Systems Level 3 Certification (training provided if needed)
• Industry certifications, such as the GISP or Esri technical certifications are preferred.

Responsibilities

• Creates and maintains mapping products and applications for internal staff, surrounding jurisdictions, and the public.
• Analyzes spatial data and produces reports and presentations for stakeholders with varying technical levels.
• Develops automation for GIS tasks using Python, ArcGIS Notebooks, ModelBuilder, and AI-assisted tools.
• Designs simple databases to store and analyze spatial data and runs geoprocessing tools to automate tasks.
• Develops documentation for each product, application, and frequent task including metadata and tagging.
• Reviews and processes raster data such as imagery, LiDAR, and drone products.
• Reviews GIS policies to protect data integrity and ensure CJIS compliance and ethics.
