Job Description - GeniSys Development Lead (260004NW)

Overview

The Executive Office for Administration and Finance IT (A&F IT) seeks a Development Lead to join the GeniSys Team within A&F IT’s DOR IT Support Bureau. The Development Lead provides technical leadership and supervisory oversight for the GeniSys development organization, managing day-to-day operations while ensuring the delivery of scalable, high-quality software that supports the Department of Revenue’s (DOR’s) tax administration mission. This role requires a strong blend of hands-on technical expertise and people management skills. The ideal candidate will have experience in tax or financial application development and the ability to lead teams through complex software delivery lifecycles in a fast-paced, high-accountability environment.

Key Responsibilities
  • Provide development guidance and solutioning on the application with a thorough understanding of both business and technical requirements.
  • Establish and ensure development standards, testing processes and best practices for delivering scalable, high-quality software.
  • Participate in the development of solutions related to special projects within the GeniSys application.
  • Lead troubleshooting efforts, provide detailed explanations, root cause analysis and impact reporting.
  • Collaborate with the Systems Architect and Production Support Managers to ensure a smooth Software Development Lifecycle (SDLC) for the GeniSys platform.
  • Manage day-to-day operations for the GeniSys Development team and provide updates to key Application Support Management.
  • Participate in war room discussions, providing direction and solutions during critical incidents or high-priority initiatives.
  • Serve as the lead for Development Meetings and other executive-level meetings pertaining to development within the GeniSys application.
  • Interact with third-party partners including banking partners, Treasury Offset Program (TOP) and the Division of Family and Medical Leave (DFML).
  • Coordinate development efforts interfacing with external systems and ensure compliance with partner requirements and protocols.
Preferred Qualifications
  • 10+ years of hands-on development experience
  • Knowledge of basic accounting methods and principles
  • Knowledge of tax and/or financial applications
  • Knowledge of FAST Enterprises’ GenTax Product
  • Knowledge of database development techniques
  • Knowledge of languages such as VB.NET, C#, and related coding
  • Knowledge of tax business processes

An external candidate recommended for a position with the Executive Office for Administration and Finance IT will be subject to a background check that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks.

Minimum Entrance Requirements: Applicants must have (A) at least three (3) years of full-time or equivalent part-time professional or practical experience in the field of information technology application development and support, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

  • I. An Associate’s degree in a related field may substitute for one (1) year of the required experience.
  • II. A Bachelor’s degree or higher in a related field may substitute for two (2) years of the required experience.
  • III. A Master’s degree or higher in a related field may substitute for the required experience.
