Job summary

The County of San Diego’s Auditor and Controller Department seeks a Manager, Auditor and Controller – General Accounting Reporting Division (GARD) to lead and direct comprehensive financial reporting and debt accounting activities in a large public sector setting. You will oversee ACFR production, ensure timely public fund distributions, and guide staff on GAAP and GASB standards.

Qualifications

• Five years of experience that demonstrates ability to perform the essential functions, including two years of management/supervision.
• Bachelor's degree from an accredited college or university, or certified equivalency for foreign studies; OR a combination of experience and/or education as stated above.
• A master's or doctoral degree may substitute for up to one year of the required experience.

Responsibilities

• Managing and directing the preparation of reports including the County’s ACFR.
• Ensuring timely distribution of all public funds received in trust for County departments.
• Directing the preparation of various other stand-alone independently audited financial statements.
• Supervising and training professional accounting staff.
• Interpreting, implementing and evaluating compliance with new and existing accounting pronouncements.
• Providing guidance on proper treatment of complex financial transactions per GAAP and GASB pronouncements.
• Establishing business processes, internal controls, policies and guidance for financial transactions in the Oracle General Ledger.
• Supervising the accounting for all County issued debt and reporting of same in the ACFR.
