Job description

The GCPM Strategic Sourcing Mgr is responsible for executing sourcing and supplier‑management processes for Capital, Site Engineering, Operations projects, and related business functions. This role manages end‑to‑end procurement activities for a broad range of goods and services, ensuring alignment with internal customer needs, cost‑reduction goals, compliance requirements, and operational excellence. The manager serves as a category expert and leads cross‑functional sourcing initiatives that drive value, efficiency, and supplier performance.

KEY RESPONSIBILITIES
  • Serve as the primary sourcing expert for assigned categories, including engineering, construction, automation, commissioning, validation, and equipment.
  • Identify opportunities for cost reduction, operational efficiency, and process improvement.
  • Apply Lean and Operational Excellence principles to sourcing and procurement workflows.
  • Conduct in‑depth supplier and industry analysis to manage dynamic or volatile categories.
  • Partner with business areas and stakeholders to identify sourcing needs and improvement opportunities.
  • Lead cross‑functional sourcing teams through supplier selection, negotiations, and contracting.
  • Collaborate with Corporate Risk Management to assess insurance coverage and supplier risk.
  • Work with Legal to resolve terms and conditions, contract language, and compliance issues.
  • Create and manage RFPs, RFIs, RFQs, and other e‑sourcing events using platforms such as ARIBA or SAP.
  • Negotiate new or revised master agreements with key suppliers.
  • Analyze supplier financial stability and operational risk.
  • Establish KPIs and metrics to monitor supplier performance, stability, and potential risks.
  • Ensure supplier relationship management practices are implemented effectively.
  • Prepare and execute sourcing processes in compliance with procurement procedures.
  • Ensure proper documentation of sourcing decisions and adherence to procurement policies.
  • Execute purchase orders, contracts, or agreements once implementation criteria are met.
  • Support category management practices and long‑term supplier strategies.
  • Support capital projects, engineering initiatives, and operations‑related procurement needs.
  • Develop sourcing plans, conduct bid analyses, and lead supplier selection processes.
  • Manage change‑order negotiations, commercial terms, incentives, and penalties.
  • Provide sourcing leadership for geographically dispersed project teams.

  • Extensive knowledge of sourcing activities for engineering, construction, automation, commissioning, and validation services.
  • Strong understanding of equipment sourcing and capital procurement.
  • Expertise in supplier and contract development, negotiation, and category management.

  • Ability to demonstrate sound judgment and make appropriate recommendations.
  • Knowledge of strategic sourcing, supplier alliances, and supplier relationship management.
  • Ability to work effectively with senior management, corporate functions, and internal business partners.
  • Strong financial analysis capabilities and computer literacy.
  • Excellent interpersonal, facilitation, and stakeholder‑management skills.
  • High level of client focus and ability to manage multiple priorities.
EDUCATION REQUIREMENTS

One of the following is required:

  • Doctorate, OR
  • Master’s degree + 2 years of directly related experience, OR
  • Bachelor’s degree + 4 years of directly related experience, OR
  • Associate degree + 10 years of directly related experience, OR
  • High school diploma/GED + 12 years of directly related experience.
PREFERRED QUALIFICATIONS
  • 8+ years of strategic sourcing, capital procurement, operations/manufacturing, or project‑management experience.
  • Proven sourcing experience across capital construction categories:
    • Architectural/engineering services
    • Construction management
    • Manufacturing equipment
    • Automation integration
    • Commissioning
    • Quality/validation services
    • General contractors and construction trades
  • Demonstrated ability to lead complex, cross‑functional, and geographically dispersed project teams.
  • Experience developing sourcing plans, conducting eRFX events, performing bid analyses, and negotiating commercial terms.
  • Advanced Microsoft Excel and PowerPoint skills.
