Job description

JOB SCOPE

Under general supervision, performs skilled painting and esthetic improvement work in the Harbor including repair and painting of interior and exterior of buildings, tenant improvements, exterior surfaces and patching maintenance. Performs moderately complex surface preparation, painting, and finishing tasks, applying a variety of methods, media, and techniques to both interior and exterior surfaces, performs a range of maintenance and custodial duties as needed.

The Painter is a mid-level position within the Maintenance Department that is responsible for performing a wide range of skilled painting and repair tasks to ensure the functionality, safety, and appearance of facilities, equipment, and grounds. This role requires a greater level of independence and technical expertise than entry-level roles, including troubleshooting complex issues and assisting with the training and skill sharing for less experienced staff. This role provides an opportunity to build expertise and take on increased responsibilities while contributing to the smooth operation of facilities and systems.

DISTINGUISHING CHARACTERISTICS

The employee filling the Painter position is highly skilled in a wide range of interior and exterior painting, surface repair, preparation, and knowledge of appropriate products and tools to perform the work. The employee will often work independently but will also be expected to lead other team members with less experience in painting to provide training and oversight. This employee is also distinguished by proactively stepping outside of the painting role to assist the department in all other maintenance tasks, including janitorial, mechanical, plumbing, electrical, landscaping, and other tasks that fall within the department’s responsibilities.

ESSENTIAL FUNCTIONS
Painting, repairing, tenant improvements and maintaining:
  • Prep and apply paints, sealers, and solvents to exterior and interior building surfaces such as plaster, sheetrock, concrete, and wood.
  • Performs building interior caulking, finish repair, dry wall mud and tape, and texturing tasks before application of finish paint.
  • Operate equipment such as airless spray equipment, motorized lifts and assembling of scaffolding.
  • Uses mechanized high-reach equipment to renew caulking on exterior building panel seams, windows, and doors.
  • Performs special refinishing tasks including wood surface preparation, staining, and sealing.
  • Ensures proper care in the use and maintenance of equipment and supplies; promotes continuous improvement of workplace safety and environmental practices.
  • Performs minor exterior plaster and stucco repair, blending newly renovated wall surfaces with existing in preparation of finished paint.
  • Surveys building painting project sites to estimate time and material quantities required; selects appropriate surface coatings.
  • Paints interior and exterior surfaces using drop cloths, masking materials, hand brushes, paint rollers, and paint sprayer equipment.
  • Removes graffiti and repairs wall surface as needed.
  • Performs miscellaneous job-related duties, as assigned.
Maintenance, Custodial on an as needed basis:
  • Performs custodial duties, including but not limited to: cleaning floors, sinks, water closets, urinals, and empty trash receptacles. Cleaning restrooms may include facilities that have been intentionally vandalized with feces.
  • Performs basic maintenance repairs (carpentry, minor electrical. Minor plumbing etc.)
Additional job duties:
  • Maintains assigned vehicle and equipment.
  • Observes and reports safety concerns and submits work requests as needed.
  • Orders job related supplies and other materials as needed or directed by the Supervisor.
  • Performs other maintenance duties as may be assigned by the Maintenance Supervisor or Management.
QUALIFICATION GUIDELINES
Knowledge of:
  • Tools, materials, methods and terminology used in building maintenance, painting, patching and construction.
  • Painting methods and techniques, equipment, and various types of paint typically used on building and maritime surfaces.
  • Skill in selecting and applying paint and associated products.
  • Skill in surface preparation of wood, staining, and/or sealing techniques.
  • Skill in surface preparation in various metals and metal surfaces for coatings and painting, particularly in the marine environment.
  • Skill in surface preparation fiberglass and similar surfaces for coatings and painting, particularly in the marine environment.
  • Skill in applying coatings and/or caulking and completing repairs to exterior and interior surfaces.
  • Ability to use hand and power tools applicable to trade.
  • Ability to select, mix, and apply surface coatings which successfully match and/or restore historic interior or exterior surfaces.
  • Common hand and power tools and their uses.
  • Common equipment and maintenance methods.
  • Custodial cleaning practices and techniques.
  • Safe work practices.
Ability to:
  • Perform skilled work in a variety of construction, building, and facility maintenance work.
  • Work independently or with a work crew.
  • Learn to use CMMS software including computer email clients.
  • Understand and carry out oral and written instructions.
  • Establish and maintain cooperative working relationships with others.
  • Work safely including wearing all personal protective safety equipment.
Skill to:
  • Safely and effectively operate a variety of equipment, tools, and materials.
EXPERIENCE, EDUCATION, LICENSES, AND CERTIFICATIONS
  • Any combination of experience and education equivalent to 3 years as a painter.
  • Valid Class C driver’s license
  • High school diploma or equivalent; technical certifications in relevant to the painting/maintenance fields preferred.
  • General knowledge of building systems, plumbing, electrical, and mechanical components.
  • Proficiency in using tools, diagnostic equipment, and maintenance software.
  • Strong problem-solving skills and ability to work independently or in a team environment.
  • Physical ability to perform manual labor, including lifting, bending, climbing on ladders or scaffolding and working in various conditions.
  • Familiarity with safety regulations and best practices.
PHYSICAL, MENTAL, AND ENVIRONMENTAL WORKING CONDITIONS

The person in this position works both indoors and out-of-doors. Position requires sitting, standing, walking on level, uneven, and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movements in the performance of daily duties. Work is performed in a marine environment, and incumbents are frequently required to work from boats or at heights above water. The position also requires both near and far vision when performing work and operating assigned equipment and marine vessels. The ability to lift, carry, and push tools, equipment, and supplies weighing 50 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold with extreme sun exposure. The incumbent may be required to wear protective gear including safety glasses and various protective masks, use chemicals, which may expose the employee to paint fumes, grinding dust, and air contaminants. The incumbent is also required to climb ladders, use power and noise producing tools and equipment, motorized vehicles, and heavy equipment.
