Job summary

The Trinity County Resource Conservation District seeks a Fuels Program Manager to lead fuels reduction and forest health projects from concept to completion. You will coordinate with staff, cooperators, and partners, prepare budgets and reports, and manage grants.

This is a full-time supervisory role with flexible scheduling and comprehensive benefits. Ideal candidates bring 3+ years in natural resources project work, strong GIS skills, and the ability to work outdoors in rugged terrain.

Qualifications

Responsibilities

• Plan, design, budget, and implement all phases of multifaceted fuels reduction projects, supervising staff and contractors and ensuring environmental compliance.
• Direct supervision of two employees: fuels contracting coordinator and fuels crew supervisor.
• Develop concepts for future projects and proposals, including grant writing.
• Administer grants, meet deliverables, and report progress.
• Assist with project contracts and amendments.
• Develop detailed reports and presentations for projects.
• Communicate with staff, the public, and external partners via reports and meetings.
• Schedule, train, and assign tasks to staff for timely project completion.
• Monitor projects, evaluate results, and recommend improvements.
• Support other departments in program and project development.
• Attend/lead meetings and field tours.
• Other duties as assigned.

Job description

The Fuels Program Manager, in collaboration with District staff and local land management partners, will help develop, promote, and implement fuels reduction and forest health projects. The position will be involved in all aspects of resource conservation projects from concept to completion, including initiating contact with cooperators, identifying needs, grant writing, environmental compliance, budgeting, implementation, monitoring, and detailed reporting. Other responsibilities may include participating in related interdisciplinary working groups and working collaboratively with staff, partner organizations, and agencies to provide input on technical documents and reports. The ideal candidate is a team player with a diverse skill set who can work effectively in a collaborative environment and is self-directed. This is a full-time supervisory position with flexible scheduling, paid leave, and benefits, including retirement. The position works under the direct supervision of the Forest Health Program Director. District employees are subject to normal management reviews and serve at the discretion of the Board of Directors.

Desired Qualifications

• A bachelor’s degree in a natural resource-related field, such as forestry, ecology, biology, botany, environmental sciences, or a related field.
• Knowledge of logging and fuels reduction techniques, methodologies, and best
• Experience managing equipment operations related to fuels reduction (masticator, chipper, air curtain burner)
• Knowledge of and experience in prescribed fire, burn planning, and smoke management.
• NWCG Qualifications up to a Prescribed Burn Boss 2 or state equivalent of CARX Burn Boss.
• Experience with contracting writing, bidding process, and monitoring.
• Knowledge of local, state, and federal environmental policies and regulations on resource management programs, including NEPA and CEQA
• Experience with ARCGIS Online Software and applications such as: ArcGIS Field Maps, Avenza Maps, ArcGIS Collector, or other mobile mapping software.
• Experience managing multiple projects and budgets.
• Experience with grant writing and administration.

Duties

• Responsible for planning, design, budgeting, and implementation for all phases of multifaceted fuels reduction projects, including direct supervision of District staff and contractors, compliance with any requisite environmental rules, laws, and permits, and satisfactory completion of project
• Direct supervision of two employees: one who coordinates fuels contracting and one who supervises TCRCD’s 20-person in-house fuels crew.
• Concept development for future projects and proposals, including grant writing.
• Grant administration, including identifying and meeting deliverables, and reporting project progress.
• Assist with the preparation and oversight of project contracts and amendments.
• Develop detailed reports and presentations for projects.
• Communicate regularly with District staff, the public, and external partners, colleagues, and collaborators, both orally and via written project reports in formal and informal
• Effectively schedule, train, and assign tasks to staff for timely project
• Conduct project monitoring to evaluate results and trends, and recommend improvements to project
• Support other departments in program and project development and collaborate on ongoing projects.

Work Environment

Office and field work, with the majority occurring in an office setting. Depending on the season and project locations, this position may require occasional camping out at or near the job site during the field season workweek. Hiking in and navigating rugged terrain will occur. Per Diem is paid for overnight details. Depending on the season and program needs, the average workweek will change at times. Typical workweeks are four, 10-hour days or five, 8-hour days.
