DC Government is seeking a Fuel Manager within the Department of Public Works, Fleet Management Administration, Fuel and Lube operations. This position is located in the Department of Public Works (DPW), Fleet Management Administration, Fuel and Lube operation. The mission of the Department of Public Works (DPW) is to provide the highest quality sanitation, parking enforcement, and fleet management services that are both ecologically sound and cost-effective. Supports all city services by procuring and maintaining more than 3,000 vehicles, excluding those used by the Metropolitan Police Department, the Fire and Emergency Medical Services Department, the Department of Corrections, and D.C. Public Schools. This division fuels all 6,000 District government vehicles, including school buses, fire and trash trucks, and street sweepers.
Serves as the Fuel Manager of the Office of the Administrator, Fuel and Lube operations and is responsible for directing work operations related to fuel and lube services. services. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; assign work to subordinates based on priorities, develop performance standards and evaluate work performance of subordinates; give advice, counsel, or instruction to employees on both work and administrative matters; interview candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions; hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; identify developmental and training needs of employees, providing or arranging for needed development and training; find ways to improve production or increase the quality of the work directed.
Candidates must have at least one (1) year of specialized experience equivalent to the next lower grade level in the District of Columbia government service. Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience for this position include knowledge of in the District of Columbia budget and funding allocation processes, Comprehensive knowledge of EPA and D.C. Government requirements regarding fueling facilities and other related legislative and regulatory actions related to alternative fuel programs to monitor fuel sites, underground storage tanks and all associated equipment to ensure ongoing safe and secure operations, skills in analytical and evaluative methods and techniques, legislation, regulations, and methods used in contracting, Skill and ability to manage and supervise employees
The incumbent of this position is required to hold and maintain a valid driver's license.
Work is performed in an office setting that is adequately lighted, heated, and ventilated.

Duration of Appointment: MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Essential Designation: This position is classified as essential position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter, operations, food distribution, and communications. These duties may be performed when the government is closed or when employees are dismissed early.
