Job summary

The PAC Group is seeking a Foreign Trade Zone (FTZ) Compliance Program Implementation Specialist for a project-based role in North Kingstown, RI. You will lead the setup, activation, and ongoing operation of an FTZ program in a manufacturing environment, ensuring CBP rules and FTZ board requirements are met while optimizing duty savings.

The role spans Oct 5, 2026 to Apr 4, 2027, requiring 5–8+ years of U.S. customs/FTZ experience.

Qualifications

• Education: Bachelor's degree in Supply Chain, International Trade, Business Administration, or a related field.
• Experience: 5 to 8+ years of hands-on U.S. customs and FTZ implementation experience, ideally within manufacturing, aviation, defense, or aerospace settings.
• Certifications (Preferred): Licensed Customs Broker (LCB) or Certified Customs Specialist (CCS / CES).
• Technical Knowledge: CBP FTZ regulations (14 CFR / 19 CFR), inventory control and recordkeeping systems (ICRS), and ERP integration.
• Start-up Mindset: Build a compliance program from scratch and collaborate across functions.

Responsibilities

• Lead the feasibility study, site activation, and dual application process with port authorities, FTZ Board, and CBP.
• Assess current import, manufacturing, inventory control, and export processes.
• Evaluate FTZ eligibility and duty savings opportunities.
• Develop FTZ operating framework, governance model, and compliance strategy.
• Identify program risks and mitigations.
• Lead all FTZ implementation phases from initiation to launch.
• Define activation requirements and coordinate with authorities and service providers.
• Develop FTZ procedures for admission, inventory, manufacturing, transfers, exports, waste, and reporting.
• Establish documentation standards and compliance controls.
• Analyze manufacturing processes and material flows.
• Track raw materials, components, WIP, serialized parts, and assemblies.
• Oversee daily FTZ recordkeeping, weekly entries, admissions, and annual reporting.
• Design compliance monitoring and internal audit programs.
• Establish KPIs and compliance metrics.
• Develop remediation and continuous improvement processes.
• Ensure regulatory and traceability requirements.
• Develop training for stakeholders and FTZ guides.
• Support organizational adoption of new compliance requirements.
• Prepare for CBP audits and mock assessments.
• Develop remediation plans for gaps.
