Job summary

Cityside Fiber, based in Irvine, CA, seeks a Program Manager – New Market Development to drive strategic expansion initiatives. You will lead cross-functional teams, develop market-entry playbooks, and oversee budgeting, forecasting, and KPI reporting to fuel scalable growth.

Reporting to the Chief Development Officer, you will manage a team of analysts and coordinators, ensure alignment with Engineering, Finance, and Operations, and deliver compelling business cases for new markets.

Qualifications

• Bachelor's degree in Business, Finance, Construction Management, Engineering, or related field.
• 7+ years of program or project management experience in FTTH or telecom space.
• Proven budget management, cost tracking, and performance reporting.
• Understanding FTTH deployment lifecycle and market selection.

Responsibilities

• Understand Cityside Fiber's core purpose and values; drive alignment.
• Develop multi-year FTTH market expansion strategy.
• Build prioritization frameworks for new market opportunities.
• Oversee business case development and ROI analysis.
• Establish market launch playbooks and governance processes.
• Lead annual/quarterly planning cycles for new market initiatives.
• Mentor analysts and staff supporting new market development.
• Provide strategic guidance across Engineering, Construction, Finance, Marketing and Operations.
• Create dashboards and executive summaries to communicate progress.
