With minimal supervision, and with extensive latitude for the use of initiative and independent judgment, the Contract Manager performs highly advanced, senior level, technical and consultative work assisting with the oversight of the daily operations and grant and contract management activities within the Family Support Services (FSS) division. The Contract Manager provides leadership and support in grant and contract management by participating in contracting activities such as contract and amendment development, budget oversight and fiscal accountability, contract funding allocation decisions, continuous quality improvement activities, contract monitoring, and other contract management activities that meet FSS goals and objectives. This position is responsible for large scale project management and implementation for grants and contract management work within FSS. Responsible for completing analysis of grantee and contractor performance by reviewing contractor expenditure data, performance reports, and other pertinent data as it relates to grantee and contractor performance. Aids and recommends contract actions for enforcement of the terms and conditions of the assigned FSS grant or contract, including any escalation of issues to FSS leadership.

The Contract Manager facilitates communication and collaboration between all contract stakeholders and serves as the single point of contact for all contractual accountability activities between the FSS and the grantees or contractors. The Contract Manager is the liaison between grants/contractors, program staff, and procurement teams. Responsible for implementing goals and objectives; developing contract management and fiscal accountability guidelines, processes and procedures; developing schedules, priorities, and standards for achieving established performance measures; monitoring contract compliance with federal and state laws, rules, regulations, guidelines, policies, and procedures.

May oversee the work of others.

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Essential Job Functions
  • Contract Management and Monitoring - Serves as the lead in contract management activities, monitors contractor performance, provide technical assistance and close out of grants and contracts. Monitors contract performance by performance data as well as applicable contract deliverables. Completes analysis of contractor performance by expenditure data, performance reports, technical assistance and training documentation, and other pertinent data as it relates to contractor performance. Coordinates resolution of contractor issues and contract actions. Participate in coordinated on-site reviews to encompass both financial and programmatic compliance. Works with all pertinent parties to resolve monitoring findings by defining the criteria/requirements/processes and recommending appropriate dispositions.
  • Contract and Grant Budget Oversight – Serves as lead budget oversight by negotiating funding allocations, projecting expenditures to ensure appropriate use of funds, monitoring, reviewing, and tracking expenditures
  • Communication and Technical Assistance - Performs written and oral communication with contractors as the point of contact for contractual accountability activities between FSS and the grantees and contractors. Facilitates and ensures delivery of financial and programmatic technical assistance and training with appropriate agency staff and grantees/contractor staff. Provides guidance to internal and external stakeholders regarding contract administration, policies, and procedures. Provides responses to inquiries, taking the initiative to solve problems, exercise flexibility, and looking for continuous quality improvement opportunities.
  • Contract Project Implementation – Manage large-scale grant/contract projects and other special projects for the FSS division related to contract management and fiscal accountability. Serves as subject matter expert related to grant and contract management on assigned workgroups in coordination with internal stakeholders. Will prepare special correspondence or reports, analyze data, and compile statistical reports using Word and Excel or other word processing and spreadsheet applications. Coordinates and implements changes as new federal and state laws, rules, regulations, and agency policies become effective. May oversee the work of others.
  • Other duties as assigned.
Knowledge, Skills And Abilities
  • Knowledge of state procurement and contract management requirements, regulations, and best practices; negotiating contracts; developing contracts; business administration and accounting principles and practices; and policies and procedures of contract management.
  • Skill in the use of a computer and applicable software.
  • Ability to evaluate contracts and recommend future status; to interpret policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements; to write and edit contract requirements and specifications; to negotiate features of a contract; and to communicate effectively.
  • Ability to oversee and/or supervise the work of others
Registration Or Licensure Requirements

Certified Texas Contract Manager (CTCM) must be obtained within the first year of employment.

Initial Selection Criteria

Experience managing Human Services grants and contracts.

Certified Texas Contract Manager (CTCM) is preferred.
