To be considered for this position, the candidate must be serving permanently in the title of City Planner or be reachable on the open competitive civil service list or be eligible under the 55a program.
New York City’s economic strength, vibrancy, and livability depend on complex logistics and supply chains that support residents and businesses. Freight activity is vital for over 8.5 million residents, 4 million jobs, and 62 million tourists annually. Currently, about 90% of the city’s goods are transported by trucks, which increases traffic congestion, pollution, infrastructure stress, and impacts neighborhoods.
The Division of Transportation Planning & Management (TPM) oversees the safe, efficient, and environmentally responsible movement of people and goods. The Freight Mobility (FM) Unit within TPM seeks two Program Leads to develop infrastructure projects, programs, and policies to improve freight movement’s safety, efficiency, and sustainability in NYC.
These roles involve planning, designing, managing programs, coordinating with stakeholders, mentoring staff, and promoting data-informed transportation planning. The Efficient Deliveries Program Lead will focus on expanding Off-Hour Deliveries, Neighborhood Loading Zones, and Microhubs. The Sustainable Deliveries Program Lead will expand programs like Cargo Bikes, Blue Highways, Truck Electrification, and Green Loading Zones.
Assignment Level III requires one additional year of experience; Level IV requires two additional years.
Knowledge of transportation policy, planning, operations, or technology; strategic thinking; data analysis; report writing; MS Office, ArcGIS, Adobe Suite; a valid driver’s license is a plus.
