Job summary

StepStone Family & Youth Services is hiring a Licensing Specialist responsible for recruiting Foster/Adoptive Parents, developing territories, and expanding caregiver pipelines. The role includes licensing, certification, and training management to support youth placement and stability.

You will work with case managers and the treatment team, travel for recruitment events, and ensure compliance with state licensing requirements while engaging diverse communities.

Qualifications

• Bachelor's degree in an accredited field related to social services.
• 1 year of work experience in a Child Placing Agency or similar.
• 1–2 years in Resource Development/Foster Parent Recruitment preferred.
• Experience in marketing, fundraising and event coordination preferred.

Responsibilities

• Coordinate and engage in recruitment and awareness activities to recruit prospective foster/adoptive parents and build community awareness relations.
• Develop and implement proactive recruitment plans designed to attract and certify qualified candidates, maintaining a pipeline of active and passive candidates for training and certification.
• Respond to foster parent inquiries within 24 hours via phone.
• Develop strategies to support general, targeted and child-specific recruitment and marketing efforts.
• Understand and follow all agency and state licensing requirements and ensure foster parents’ compliance with regulations.
• Assist with and complete the certification process with foster parents, including required documentation.
• Complete parent interviews, background clearances, and home inspections to evaluate suitability and safety.
• Maintain foster parent files in compliance with agency and state regulations.
• Assist in the placement process and successful matching of youth and foster parents based on needs and training.
• Attend company meetings and community meetings to collaborate with referral sources and providers.
• Provide support to treatment team to ensure placement stability and needs are met.
• Observe signs of abuse/neglect to ensure youth safety and well-being.
• Travel to affiliate locations; frequent travel for recruitment events.
