Job summary

Texas Health and Human Services in Austin is seeking a Project Manager III for the FOSS division to lead complex facility and operations projects statewide. You will coordinate cross-functional teams, manage budgets, schedules, and risk, and report to the Central Office leadership.

The role emphasizes collaboration across agencies, strong communication, and adherence to governance. Telework is eligible; occasional travel up to 5% is expected.

Qualifications

  • Graduation from a four-year college or university with major coursework in business or a related field.
  • Minimum 3 Years Of Experience Managing Complex Projects.
  • Experience in writing, editing, and presenting project deliverables and documents for an executive-level audience in a large company or organization.
  • Experience in developing reports.
  • Experience in computer usage, including Microsoft Office Suite.

Responsibilities

  • Attends work on a regular and predictable schedule.
  • Manages assigned projects to include planning work, analyzing alternatives, analyzing and managing risks, managing change, overseeing project quality, tracking progress, preparing reports, and preparing documents for archives; prepares scope agreements; develops Work Breakdown Structures (WBS); estimates resources and costs; tracks and manages costs; prepares project management plans; and ensures compliance with requirements.
  • Oversees project teams and provides technical guidance; recommends project team staffing; and coordinates obtaining staff and resources.
  • Defines project scope and advises management of the status and progress of projects; facilitates project meetings; participates in various workgroups; prepares and presents project-related information to management, customers, associates, and state officials; and serves as the primary point of contact for project control and communication.
  • Prepares and oversees the preparation of documents and archives to include project management plans and subsidiary plans, scope agreements, business and systems analyses and proposals, standards, policies, procedures, and customer documentation; and prepares project-related progress, budget, and lessons learned reports.
  • Performs other duties as assigned to support FOSS operations and business objectives.

The Project Manager

The Project Manager performs complex (journey-level) project management work supporting the Facility Operations and Support Services (FOSS) division at the Texas Health and Human Services Commission (HHSC). The position reports directly to the FOSS Central Office Manager and operates under the leadership and strategic direction of the FOSS Director. The Project Manager serves as a key member of the Central Office team, supporting division priorities, strategic initiatives, operational improvements, and cross-functional projects that advance FOSS's mission of providing facility, administrative, safety, security, and support services to HHS agencies statewide. The position manages complex projects and special initiatives to ensure expected results are achieved, deliverables are completed on schedule, and resources are utilized effectively.

The Project Manager provides project management, planning, and operational support for initiatives impacting multiple FOSS program areas and other stakeholder groups. FOSS provides facility and operational support to HHS agencies through services such as space planning and management, lease coordination, facility maintenance and repairs, office relocations, warehouse operations, mail services, safety and security programs, emergency preparedness activities, contract oversight, and facility-related operational support. The position works closely with FOSS leadership, regional and Central Office staff, HHS executives, program leadership, the Texas Facilities Commission (TFC), vendors, and other governmental entities to facilitate strategic projects, organizational initiatives, process improvements, and operational solutions that support the delivery of services across Texas.

The Project Manager works in a highly collaborative environment requiring extensive coordination across FOSS programs, HHS agencies, regional offices, contractors, and external partners. The position may require occasional travel to support projects, stakeholder meetings, facility assessments, training, or operational initiatives across the state.

Essential Job Functions

Registrations, Licensure Requirements, Or Certifications

Valid Class C Texas Driver’s License

Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) is preferred, but not required.

Initial Screening Criteria

Graduation from a four-year college or university with major coursework in business or a related field. Applicants without a degree may substitute experience on a year-by-year basis.

Minimum 3 Years Of Experience Managing Complex Projects.

Experience in writing, editing, and presenting project deliverables and documents for an executive-level audience in a large company or organization.

Experience in developing reports.

Experience in computer usage, including Microsoft Office Suite.

Additional Information

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of the HHSC Human Resources Manual.
