Job summary

Reliance Construction is seeking a Construction Project Manager to lead federal barracks repairs and renovations at Fort Bliss, TX. You will manage budgets, schedules, and subcontractors while coordinating with government representatives to minimize disruption to residents.

The role involves phased work across occupied facilities, with responsibilities from preconstruction through closeout and a strong emphasis on safety and regulatory compliance. In-person, Fort Bliss site.

Qualifications

• Minimum five years of experience managing commercial, industrial, or federal construction projects as a Project Manager or similar role.
• Experience managing project budgets, schedules, subcontractors, procurement, and client relationships.
• Ability to read and interpret construction drawings, specs, contracts, and technical documents.
• Strong organizational, communication, leadership, and problem-solving skills.

Responsibilities

• Oversee the project budget, schedule, subcontractors, procurement, and overall execution.
• Maintain direct communication with government representatives, subcontractors, architects, engineers, and internal project teams.
• Review and interpret federal contract documents, drawings, specifications, and project requirements; coordinate investigations and work plans.
• Coordinate staffing, procurement activities, construction sequencing, and phased work across multiple buildings, occupied areas, and systems.
• Prepare and negotiate subcontract agreements, change orders, RFIs, and project correspondence.
• Work with the Superintendent, Quality Control Manager, and Site Safety Officer to achieve quality, safety, and schedule objectives.
• Coordinate interior repairs, windows, flooring, stairwells, painting, coatings, and surveys; manage remediation as authorized.
• Ensure compliance with contract requirements, safety standards, and federal requirements.
• Identify risks and scope changes; develop solutions to maintain execution.
• Build relationships with government representatives, subcontractors, and internal stakeholders.
