OVERVIEW

Assignment

This assignment serves as a Forestry Technician 3 working with the Chief Forester within the Vegetation Management & Forestry (TFBV) organization at the Company. The Vegetation Management & Forestry group is responsible for all aspects of Real Estate/Property Valuations, Danger Tree identification/acquisition and all forestry-related work undertaken by the company.

This assignment provides assistance and services for the Chief Forester and TFBV across the company service territory. This assignment involves extended overnight travel (up to 75% out of town and 25% office) throughout the company service area of Washington, Oregon, Idaho, Western Montana, Northern Nevada, Northern California and Western Wyoming.

Organization

The Vegetation Management and Forestry group is housed under Company’s Transmission Field Services organization. Its responsibilities are to implement the Vegetation management Program that is designed to meet Company’s regulatory requirements. This work includes the maintenance of vegetation in and along the transmission lines and other infrastructure as well as supporting capital projects the agency is pursuing.

The ideal candidate for the Forestry Technician 3 position has a mixture of educational and work experience needed to fulfil the responsibilities of the position as described below. These include but are not limited to; the ability to manage multiple complex tasks and competing needs under constrained timelines, the ability to understand and compose scopes of work, statements of work and technical specifications for forestry projects, the ability to analyze information, evaluate results and make sound recommendations and provide solutions to complex problems, as well as the ability to interpret potential hazards and react appropriately in emergency situations.

ASSIGNMENT RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate manager or other federal personnel with the authority to do so.

• Provide information tracking of the company-owned timber and timber stands.
• Perform collection of forestry related data such as diameter, height, volume, percent defect, form factor, disease, root rot, logging, yarding and hauling costs, etc. for construction projects.
• Provide data entry, collect, process and analyze field data in appropriate company and industry standard database(s).
• Perform onsite inspection and oversight of timber and brush removal activity.
• Assist the Chief Forester in managing Timber, Brush and Undesirable Plant Studies and clearing activities.
• Assist the Chief Forester in marketing timber resources cleared from rights-of-ways or on U.S. Government property. The Forestry Technician 3 supports this work by assisting with the identification of trees to be harvested and estimating the value of the timber in those trees.
• Draft scopes of work, statements of work and technical specifications for forestry-related projects.
• Collaborate, attend, participate and coordinate with design and/or planning engineers, project managers, managers, and stakeholders to develop work products, such as timber appraisals that are reflective of the project scope on capital projects assigned to the position. The quality reflects an understanding of the work products developed by both internal and external stakeholders.
• Consult with clients, vendors, personnel in other departments or construction foremen to discuss and formulate their work products, such as timber appraisals.
• Work with appropriate manager / personnel to facilitate resolution of conflicting priorities and requirements, as well as conflicting positions in order to build consensus among clients and stakeholders.
• Prepare land rights and access road work products, such as timber appraisals to be used by land acquisition personnel and the management for planning, organizing and scheduling work.
• Assess cost effectiveness of products, projects or services, tracking actual costs relative to bids as the project develops.
• Develop a system for cost monitoring and reporting of project completion procedures. This is a new requirement as the company is focusing on cost containment within the Transmission expense and capital pools as well as the overall capital and expense pools.
• Provide GIS/GPS/eGis/Photogrammetry/data collection support as needed.
• Mark documents and maintain filing system(s), files, emails and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a need to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

REQUIREMENTS

Education & Corresponding Experience

• A Bachelor’s degree in a Forestry-related field such as: Geography, Natural Resources, or Environmental planning is preferred.
• 6 years of experience is required with an applicable Bachelor’s degree.
• 8 years of experience is required with an applicable Associate’s degree.
• 10 years of experience is required without a degree or applicable degree.
• Experience must include forestry and forestry production, engineering or natural resource experience, and must incorporate a diversified knowledge of natural resource principles and practical experience.

Required Technical Skills & Experience

• Professional forestry practices and procedures as they pertain to cruising, valuation, log scaling and forest management
• Ability to operate and maintain forestry related mensuration and data collecting equipment such as analog or digital Relascopes, Laser ranger finders, GPS and GIS data collecting / processing instruments and associated software along with other related forestry tools (both electronic and mechanical)
• Familiarity with operation of electronic data collection systems and processes; ability to download and upload data; ability to process data files on computer and mobile field units
• Familiarity with the operation of electronic data collection systems such as ArcGIS Online (AGOL) and mobile field applications such as Collector; ability to download and upload data; ability to process data files on computer and mobile field units is required; ability to access and manipulate information in Geographic Information Systems.
• Familiarity with the operation and maintenance of forestry related navigation and mensuration tools such as topographic maps, aerial photos, compass, Relascope, radio, laser hypsometer/rangefinder, GPS & mobile data collection devices.
• Experience using Land information systems (PLSS, real property concepts, land use classes)
• Timber harvest and marketing experience
• Experience with Microsoft Office Suite software, such as MS Word, Excel, Outlook, Windows Explorer.
