The Anaheim Police Department is looking for a dedicated individual to fill the position of Forensic Services Supervisor. This position requires the ability to plan, organize, supervise, and review the work of civilian personnel assigned to the Forensic Services Detail, including field and office staff.

Ideal Candidate

• Bachelor's degree in forensics, criminal justice, biology, or related field.
• Extensive experience (5-10 years) of experience performing complex duties related to evidence gathering and crime scene investigation.
• Lead or supervisory experience overseeing crime scene investigation staff.
• Any of the following certifications: IAI Latent Print Certification, IAI Crime Scene Certification, IAI Forensic Photography & Imaging Certification, IAI Bloodstain Pattern Analyst Certification

Key Responsibilities

• Plan, organize, supervise and review the work of subordinates; set work schedules; select, train, discipline, and evaluate assigned staff.
• Assign work based upon priorities of cases and individual expertise; evaluate the evidence requirements of cases; monitor work progress and review results for accuracy and completeness of assignment.
• Remain current on industry standards and new/innovative evidence gathering and crime scene investigation techniques and tools; ensure staff is also kept current through training and other notification processes.
• Identify specific training needs of staff; design, develop and coordinate training programs related to crime scene investigation and evidence preparation.
• Assume control of crime scenes as the field supervisor; participate in complex and or sensitive investigations and evidence gathering; assist subordinates in specialized or difficult work.
• Prepare a variety of narrative and statistical reports related to evidence gathering and crime scene investigations. Prepare and give expert court testimony.
• Evaluate changes in technology and/or the law; recommend and implement new/revised practices, policies and procedures accordingly.
• Assist in budget preparation by providing input regarding staffing, training and equipment requirements.
• Act as a liaison with the courts to ensure the efficient and accurate processing of information.
• Maintain liaison with other agencies, committees, etc. and advise superiors regarding new procedures, innovations, and problems that may arise; attend meetings related to area of assignment.
• Perform related duties and responsibilities as required.

Experience and Training

Extensive and responsible experience performing complex duties related to evidence gathering and crime scene investigation. An equivalent combination of experience and training sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

Knowledge of

The principles and techniques of supervision related to the direction, evaluation and training of subordinates; criminal law including rules of evidence; the goals, methods and techniques of modern crime scene investigation and the development of information from physical evidence; crime scene techniques and analytical procedures including photography, sketching, latent print development, Deoxyribonucleic Acid (DNA) evidence recognition, collection and preservation; evidence analysis and interpretation; and type and content of testimony which constitutes being an expert witness.

Ability to

Effectively and efficiently schedule, supervise and train personnel engaged in the field investigation of crime scenes or the laboratory processing of physical evidence; coordinate work efforts with other police units; assess requests for service and make appropriate personnel and equipment assignments; coordinate field activities of employees; monitor field and laboratory assignments and provide assistance when necessary; perform evidence gathering and crime scene investigations of complex and/or sensitive cases; prepare and give expert court testimony regarding cases; remain current on new technology and laws affecting the forensic services detail; develop, schedule and participate in training programs; maintain records and prepare detailed, comprehensive reports; establish liaison with the court system; and establish and maintain effective public relations and relations with those contacted in the course of work.

License/Certification Required

Possession of, or ability to obtain a valid California Driver's License by date of appointment in order to travel to crime scenes and/or appear for court testimony.

Environmental Conditions

Work is performed outdoors and in an office environment utilizing modern office equipment and technology and may require sitting for prolonged periods of time using a computer. The incumbent stands, walks, and may twist, reach, bend, crouch and kneel. An incumbent must be able to meet the requirements of the classification and have mobility, vision, hearing and dexterity levels appropriate to the duties to be performed. Due to the nature of work assignments, incumbents will also be exposed to inclement weather conditions, very hot and cold temperatures; come in contact with bio-hazardous materials/waste including odors and fumes from dead bodies and chemicals used in forensic processing.

Physical Conditions

Due to the nature of work assignments, incumbents must be able to complete the collection of crime scene evidence that includes activities involving climbing stairs and ladders, bending, lifting, crawling into small/confined spaces, working with chemicals in the processing of photographs and evidence, and tolerating adverse conditions such as fingerprinting and photographing deceased victims.

The successful candidate will be required to undergo a reference / background check (to include a conviction record) and pass a post-offer pre-employment medical examination (which will include a drug/alcohol screening).
