Foreman

Heavy Highway / Civil Construction — Union or Non-Union, Working Foreman

Location Lowellville, OH — projects throughout Ohio and Western PA

Job Type Full-Time

Pay Union foreman scale per the applicable CBA, or competitive hourly rate if non-union

Reports To Superintendent

About S.E.T., Inc.

S.E.T., Inc. is a growing heavy civil contractor specializing in highway, bridge, and infrastructure construction across Ohio and surrounding states. As a $100M+ contractor, we are focused on disciplined growth, operational excellence, and building strong internal systems to support long-term expansion.

We’re hiring a Foreman to lead a crew in the field. This position may be filled as a union working foreman or as a non-union supervisory role, depending on the craft and project assignment — see the Union Status section below.

Position Overview

The Foreman directs the daily work of a crew of laborers and/or equipment operators as a hands‑on working foreman — operating equipment, using tools, and performing production work as needed, not just supervising from the sideline.

Key Responsibilities
  • —Directing the daily work of a crew of laborers and/or equipment operators, assigning tasks and sequencing work to stay on schedule
  • —Reading and interpreting plans, specs, and grade information; coordinating layout with surveyors and engineers
  • —Enforcing the company safety program in the field — daily huddles, JHAs, PPE compliance, and immediate correction of unsafe conditions
  • —Tracking daily production, materials usage, equipment hours, and crew time; completing daily reports
  • —Coordinating with the Superintendent and Project Manager on schedule, manpower needs, and material deliveries
  • —Communicating with subcontractors, utility companies, and inspectors present on site
  • —Training, mentoring, and evaluating crew members; addressing performance and conduct issues in the field per company policy
  • —Maintaining quality control so finished work meets contract specifications and passes inspection the first time
  • —Securing tools, equipment, and materials at the end of each shift; keeping the site organized
Qualifications

Required

  • —5+ years of heavy highway or civil construction experience, with prior lead-hand or foreman experience preferred
  • —Strong working knowledge of laborer craft, operator craft, or both, depending on crew assignment
  • —Ability to read plans, cut sheets, and grade stakes, and to catch errors before they become rework
  • —Proven ability to lead a crew — clear communication, fair enforcement of standards, and the respect of the people you work alongside
  • —Comfortable using a tablet or smartphone for daily reporting and photos
  • —Valid driver's license and reliable transportation; CDL a plus
  • —Willingness to travel and work out of town, including occasional out-of-state project assignments
Certifications (Current or Willing to Obtain)
  • —OSHA 30-Hour Construction
  • —Competent Person — Trench & Excavation Safety
  • —Competent Person — Fall Protection
  • —First Aid / CPR
  • —MSHA Part 46/48 for aggregate or plant-adjacent work
  • —NCCCO or rigging/signalperson qualification — a plus if the crew runs a crane
Union Status

Union or Non-Union — Depends on Assignment

This Foreman position may be assigned as a union working foreman role, covered by a collective bargaining agreement with the Laborers' International Union of North America (LIUNA) or the International Union of Operating Engineers (IUOE), or as a non-union supervisory position, depending on the crew and project.

If assigned as a union foreman position: applicants who are not currently members in good standing of the applicable union must be willing and able to join the Union and to maintain membership and pay applicable dues and fees, in accordance with the terms of the collective bargaining agreement, as a condition of continued employment. S.E.T., Inc will assist qualified candidates through the referral, registration, and onboarding process with the Local.

If assigned as a non-union position: no union leading membership is required. Experience crews under a union collective bargaining agreement, and familiarity with LIUNA and/or IUOE jurisdictional practices, is strongly valued given that S.E.T., Inc's field workforce includes both union and non-union personnel.

Physical Requirements & Working Conditions
  • —Frequently lift, carry, push, or pull up to 50–75 lbs
  • —Stand, walk, bend, kneel, climb, and work on uneven ground for a full shift, in addition to supervisory duties
  • —Operate hand tools, small equipment, or heavy equipment as needed to keep the crew productive
  • —Work outdoors in all weather — heat, cold, rain, and mud
  • —Overtime, weekend, night shift, and out-of-town work may be required depending on the project
  • —Pre-employment and random drug and alcohol testing per company and, where applicable, CBA policy
What We're Looking For
  • —A hands-on leader who leads by example, not just from a truck
  • —Someone who earns the respect of the crew through fair, consistent standards
  • —A clear communicator who keeps the Superintendent informed early
Compensation & Benefits
  • —Union foreman scale per the applicable CBA, or a competitive hourly rate for non-union assignment, based on experience
  • —Full fringe package for union positions: health and welfare, pension, annuity, and training funds
  • —Company benefits package for non-union positions: health coverage, retirement plan, and PTO
  • —Overtime / shift differential / travel pay and per diem on out-of-town assignments
  • —A real path for hands-on leaders who want to keep building, not just managing from a truck

All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, age, disability, veteran status, or any other protected status.
