Cleveland Carter Enterprises, Inc. (CCE)—a leading underground utilities construction company specializing in 24/7 emergency sewer and water repair is seeking an experienced and safety-conscious Pipe Foreman to lead underground utility installation crews in Forest Park, GA.
The ideal candidate will have hands-on experience installing underground sewer, water, storm utility systems and leading field crews in challenging construction environments, including excavations ranging from 8 to 24 feet deep. The Pipe Foreman is responsible for directing crew activities, ensuring proper installation methods, maintaining productivity and quality, communicating with the Superintendent, and ensuring all work is performed safely and according to project and client requirements.
Essential Responsibilities
- Direct and supervise the daily activities of assigned pipe crew members as specified by the Project Superintendent.
- Create a daily plan of action to organize crew tasks and complete assigned work efficiently and within the allotted time.
- Communicate job requirements, project specifications, client expectations, and special site conditions to the crew before work begins.
- Assign tasks to laborers, pipelayers, equipment operators, and other crew members based on project needs and individual capabilities.
- Supervise the installation of underground sewer, water, and storm utility systems according to plans, specifications, and established construction practices.
- Ensure proper preparation, alignment, grade, bedding, installation, connection, backfilling, and compaction of underground utility systems.
- Read and interpret construction plans, specifications, utility layouts, and grade information as required.
- Verify that pipe, fittings, structures, materials, and other components are installed correctly and meet project requirements.
- Coordinate with equipment operators and laborers to safely and efficiently complete excavation, pipe installation, backfill, and restoration activities.
- Ensure trench boxes, shoring systems, access points, and other excavation protection systems are used appropriately.
- Monitor excavation conditions and immediately address unsafe conditions or potential hazards.
- Ensure crew members follow OSHA, company, client, and projectspecific safety requirements.
- Conduct or participate in daily safety meetings and reinforce safe work practices throughout the workday.
- Ensure all employees wear required personal protective equipment (PPE) at all times.
- Train laborers and other crew members on proper procedures, material installation, equipment use, and safe work practices.
- Continuously monitor crew performance and provide feedback, coaching, and direction to improve productivity and workmanship.
- Address employee performance or conduct concerns promptly and report significant issues to the superintendent.
- Maintain accurate daily crew hours and ensure labor and material charges are assigned to the correct cost codes.
- Complete all required daily job reports and documentation accurately and timely.
- Inspect and maintain tools, equipment, trailers, trucks, and materials to ensure they are in safe and proper working condition.
- Ensure the trailer, truck, equipment, and work areas are properly organized and secured at the end of each workday.
- Communicate project progress, delays, material needs, equipment issues, safety concerns, and other operational matters to the Superintendent throughout the day.
- Communicate and respond appropriately to client requests and direct client concerns to the Superintendent when necessary.
- Make reasonable adjustments to crew assignments and daily work plans to maintain productivity and meet project goals.
- Maintain a professional and respectful working relationship with employees, supervisors, clients, inspectors, and the public.

Qualifications
- Minimum age of 21 years.
- High school diploma or GED.
- Valid driver's license with a clean driving record.
- Minimum of 510 years of underground utility construction experience, with demonstrated experience leading or supervising a field crew.
- Demonstrated experience with underground sewer, water, or storm utility installation.
- Working knowledge of pipe installation, trenching, bedding, backfill, compaction, and utility construction methods.
- Ability to understand and follow construction plans, specifications, and grade information.
- Knowledge of trench safety, excavation protection systems, and safe work practices.
- Ability to effectively direct and communicate with field employees.
- OSHA 30 certification required.
- CPR/First Aid certification required.
- Blue Card certification is a plus.
- Traffic Control Supervisor (TCS) certification is a plus.
- Experience working with municipal, commercial, or clientdirected utility projects preferred.

- Ability to lift up to 75 pounds (team lift required for heavier materials).
- Ability to stand, walk, bend, stoop, climb, push, pull, and work around construction equipment for extended periods.
- Strong attention to detail and commitment to quality workmanship.
- Ability to follow verbal and written instructions.
- Must possess a smartphone and be comfortable using company technology and communication platforms.
- Must be available to work nights, weekends, overtime, and holidays as project needs require.
