Job summary

PROJECTXYZ, headquartered in Huntsville, AL, seeks a Foreign Military Sales Program Support professional to assist the Country Program Manager in developing, executing, and closing FMS cases. Qualifications

• Active US Government Security Clearance.
• Bachelor’s degree in logistics or related field.
• Eight years of logistical experience required.
• Must understand FMS case management, governing regulations, policies, and systems.
• Excellent oral and written skills.
• Prior Army Logistics systems experience is highly desirable.
• Prior FMS experience is desirable.

Responsibilities

• Provide program management support and recommendations for Army FMS systems.
• Research and analyze defense articles, training and services for FMS customers; report on O&S, availability, and ownership costs.
• Coordinate administrative, facilities, transportation, and other support for Security Assistance engagements with U.S. and foreign representatives.
• Analyze FMS defense articles to meet international security requirements and support a Total Package Approach (TPA).
• Develop and monitor FMS cases; manage case implementation, execution, and closure.
• Provide line-item status, delivery status, transportation status, and briefings; set long-range goals.
• Research, gather data, analyze, and prepare reports and briefings for leadership.
• Monitor cases to ensure cost, schedule, and performance compliance.
• Conduct meetings and participate in program management reviews.

Purpose of Position:

Provide support to the Country Program Manager for various processes required to develop, implement, execute, and close FMS cases.

Duties and Responsibilities (Essential):

Responsibilities include but are not limited to skill sets required for:

• The employee shall provide program management support and recommendations for Army FMS systems. Support shall include the integration of data based on the customer requirements; USASAC program policies and procedures; and the programmatic and logistics data obtained from the FMS Managers.
• The employee shall perform research and analysis of defense articles, training and services requested by the FMS customer and report on the impacts of Operations and Support (O&S), sustainability, availability, and costs of ownership of the system.
• The employee shall provide input, recommendations, coordination (administrative, facilities, communication, transportation, etc.) and other support for the conduct of Security Assistance and engagements with U.S. and foreign Government representatives. These representatives may range from junior level to Heads of State.
• The employee shall provide analyses of FMS defense articles, training and services to meet international security assistance requirements. This analysis will be from the perspective of providing a Total Package Approach (TPA) to USASAC's FMS Partners, as well as how to reduce risk while meeting organizational performance standards.
• Overall development and/or monitoring the development ofFMS cases; case implementation, execution, and closure.
• Providing line-item status, delivery status, transportation status, developing briefings, establishing long range of goals and objectives.
• Researching, data gathering, analyzing, and preparing reports and briefings.
• Monitoring FMS cases to ensure the case is compliant in program cost, schedule and performance.
• Conduct meeting and case reviews and participating in program management reviews.

Qualifications:

• An Active US Government Security Clearance
• Bachelor’s degree in such disciplines as Logistics Management, Supply Chain Management, Project Management, Business Administration, Accounting, Contract Management, Business Law, Economics, Strategic Studies, Foreign Policy, International Studies, Political Science, Liberal Arts, Education, or other related technical, or professional disciplines.
• Eight years of logistical experience is required.
• Must be fully knowledgeable ofFMS case managementand the governing regulations,policies and computer systems, applications, and programs with at least five years directly related experience.
• Applicant must be able to interact with a wide range of customers to include the foreign customer with professionalism and diplomacy.
• Applicant must possess excellent oral and written skills.
• In lieu of a degree, six additional years of related experience is required.
• Prior experience with Army Logistic systems is highly desirable.
• Prior experience with FMS is desirable.
