Job description

Overview

Bowhead seeks an experienced FMS Acquisition Analyst, Journeyman, to support PMA-263 International IPT. This position directly supports the PMA-263 Small Tactical Unmanned Aircraft Systems (UAS) Program Office at NAS Patuxent River. The role is hybrid and requires the individual to live within 50 miles of NAS Patuxent River, MD 20670.

Responsibilities

Supports the efforts of the Case Manager, Program Managers, and Team Lead for various Foreign Military Sales (FMS) programs. Assists the Security Cooperation team and under the guidance of the Case Manager/Program Manager/Team Lead, analyzes and manages all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM), the International Traffic in Arms Regulation (ITAR), and applicable DoD Acquisition policies.

Key tasks include but are not limited to:

  • Analyzing and managing FMS casework in compliance with relevant regulations and policies.
  • Performing detailed analysis of Letter of Offer and Acceptance (LOA) documentation requirements and preparing draft Pricing and Availability (P&A) or LOA data packages in the Defense Security Assistance Management System (DSAMS) in response to formal Letters of Request (LORs).
  • Evaluating customer needs and aligning them with program capabilities.
  • Preparing comprehensive plans, alternatives, and backup data for FMS sales and lifecycle support, including engineering and logistics elements.
  • Supporting case acceptance, validation, initial implementation, and establishment of related logistics documentation and procedures.
  • Understanding case execution activities such as program planning, financial, logistics, and systems engineering management.
  • Identifying current foreign disclosure policies for specific countries and working with NIPO on security and technology transfer reviews.
  • Drafting responses to RFIs from potential FMS customer countries.
  • Performing other duties as assigned.
Qualifications
  • BS/BA Degree with 3 to 10 years of relevant experience in Foreign Military Sales and familiarity with NAVAIR Acquisition Management System (AMS) tools.
  • Experience with UAS ISR Systems is preferred.
  • Intermediate to advanced skills in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
  • Knowledge of SharePoint and Microsoft Teams is preferred.
  • Effective communication skills across all levels of the workforce.
  • Attention to detail, organization, and quick learning ability.
  • Active Secret security clearance is required.

Security Clearance Requirements: Must currently hold a Secret clearance. US Citizenship is required for this clearance.

Physical Demands:

  • Ability to lift 5-10 pounds.
  • Ability to stand and walk for extended periods.
  • Ability to twist, bend, and squat periodically.
