Job summary

ACT1 Federal is seeking a Foreign Military Sales Analyst to support the Office of SAF/IA Qatar Desk. Arlington, VA, in-office role requiring Active Secret clearance. Responsibilities include lifecycle management of FMS cases, LOA support, and coordination with USAF and international partners.

The ideal candidate has eight years of related experience and a degree in International Affairs. This position resides in the International Cooperation division, offering exposure to policy development,

Qualifications

  • Bachelor’s degree in International Affairs is required.
  • Minimum eight years of experience in FMS, DoD acquisitions, or security cooperation.
  • Experience with LOA development, pricing, and case management.
  • Ability to coordinate with DoD and international partners.

Responsibilities

  • Provide total FMS life cycle management for US and international customers, including pre-LOR requirements, defense articles, training, and P&A requests.
  • Develop guidance and support for policy waivers, releasability, site surveys, manpower estimates, and LOA pricing transparency.
  • Manage LOA and FMS case requirements and reporting for SAF/IA programs.
  • Analyze defense requirements and recommend sustainment and enhancement options for future programs.
  • Maintain SAF/IA partner capabilities data for assigned programs and regions.
  • Support Qatar Country Director with program management, training, and security cooperation activities.
  • Prepare briefings, point papers, and background information for policy discussions.

Description: : ACT1 Federal is seeking an experienced Foreign Military Sales (FMS) Analyst to provide advisory and assistance support to the Office of the Deputy Under Secretary of the Air Force, International Affairs (SAF/IA) Qatar Country Desk

Responsibilities:

  • Provide total FMS Life Cycle Management for U.S. implementing agencies and international customers to include the pre-Letter of Request (LOR) requirements development, selection of defense articles, training and services, and requests for price and availability (P&A)
  • Provide case development guidance and support and assistance for: policy waivers, technical releasability, site surveys, manpower estimates, and Letter of Offer and Acceptance (LOA) transparency and pricing requests
  • Functional support for managing requirements and reporting for LOA and FMS cases
  • Analyze existing US military and host nation defense and capability requirements, identify/assess alternative sustainment and enhancement strategies, provide recommendations, and assist in defining requirements for future programs
  • Ensure up to date information in the SAF/IA partner capabilities database for assigned programs, countries or regions
  • Assist and support the Qatar Country Director with program management, to include monitoring of training, exercises, personnel exchanges, security assistance programs, FMS key leader engagements in the US and overseas, provide coordination throughout the Department of Defense (DoD) on policy, FMS, and security cooperation
  • Assist and support the Qatar Country Director in defining, tracking, analyzing, reporting, and advising on major aspects of current and future FMS programs
  • Assist and support the Qatar Country Director with briefings, point papers, background information, political-military analysis and other documentation

Requirements

  • SECRET Security Clearance.
  • Bachelor’s Degree with a desired emphasis in an International Affairs curriculum
  • Minimum of eight (8) years’ experience with demonstrated effectiveness and success in the mission areas below:
    • USAF LOA Development and Execution Management
    • Familiarity with US military aircraft operations, maintenance, and/or logistics support with the systems purchased from the US by Near East nations
    • Familiarity with USAF sales to foreign governments
    • Experience with DoD acquisitions, program management, and standard computer applications
    • Experience with conflict resolution, mediation, and ability to work well with foreign partners
    • Knowledge of
      • FMS case programming and management
      • Security Cooperation programs
      • Building Partner Capacity programs
  • US Department of War (DoW) staff experience in a military or civilian capacity
  • Knowledge and general understanding of USAF roles and missions
  • Knowledge and general understanding of security cooperation, international affairs, security assistance, foreign military sales to include the processes, legislation, and players
  • Knowledge and understanding of SAF/IA’s role in US government and international security cooperation community
  • Demonstrated experience implementing DoW acquisition policies, laws, regulations, and guidance required to implement FMS LOAs
