Qualifications

• Bachelor's degree in Engineering, Construction Management, or related field.
• 15 years minimum experience in the Railroad industry.
• Proven experience in project management and construction management, with a focus on Amtrak force account operations.

Responsibilities

• Coordinate and manage force account activities per project requirements and timelines.
• Collaborate with project managers, contractors, and third parties to integrate force account operations.
• Oversee budget, scope, and schedule of force account activities with construction teams.
• Administer the change control process and obtain approvals from all parties.
• Prepare regular progress reports and document force account activities.
• Support construction management with constructability reviews, readiness, and rail activation.
• Review drawings and plans with operations and outages to advise design teams.

The Project

Mace, as part of MPA delivery partner joint venture of Mace-Parsons-Arcadis, have been selected as the Gateway Development Commissions partners of choice to support the GDC across the Gateway Program in New York, inclusive of the Hudson Tunnel Project.

The busiest rail connection between New York, New Jersey, and the Northeast Corridor, the Hudson Tunnel Project will improve capacity, reliability, and resiliency of commuter and intercity rail transit serving 800,000 daily passengers from Washington, D.C. to New York and new England. A milestone project supported by the bipartisan Infrastructure Investment and Jobs Act (IIJA), the project is slated to receive nearly $12 billion in federal funding, the largest investment in a mass transit project in modern history.

You’ll Be Responsible For

• Force Account Coordination: Coordinate and manage all force account activities in alignment with project requirements and timelines.
• Stakeholder Collaboration: Collaborate with internal and external stakeholders, including project managers, contractors, and third-party entities, to ensure seamless integration of force account operations.
• Budget and Schedule Management: Oversee the budget, scope, and schedule of force account activities, working closely with construction managers and project management teams to ensure adherence to project plans.
• Change Control Process: Administer the evaluation and approval process of all change requests, ensuring that potential impacts are carefully evaluated and accepted by all parties involved.
• Reporting and Documentation: Prepare regular progress reports, including safety incidents, work highlights, and physical progress, and ensure accurate and timely documentation of force account activities.
• Construction Management Support: Provide support to the construction management team, including constructability reviews, operational readiness, and rail activation, to ensure the successful completion of force account construction activities.
• Design Review Support: Review project drawings and plans in combination with operations and available outages to provide feasibility, scheduling, and planning input to design teams.

You’ll Need To Have

• Bachelor's degree in Engineering, Construction Management, or related field.
• 15 years minimum experience in the Railroad industry.
• Proven experience in project management and construction management, with a focus on Amtrak force account operations.
• Strong understanding of change control processes and project documentation.
• Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse teams and stakeholders.
• Proficiency in project management tools and software.
