Job summary

The City of San Marcos seeks a Fleet Services Manager to lead the operation and reliability of the City’s vehicle and equipment fleet. You will supervise mechanics, manage parts inventory, and administer the fleet management system to optimize performance and compliance while supporting critical city services.

This safety-sensitive role requires a high school diploma or GED, 10 years in fleet supervision, a valid Texas driver’s license, and ASE certification preferred.

Qualifications

Responsibilities

• Oversee operations of City-owned and leased fleet assets for reliability and compliance.
• Develop and administer the Fleet Services Division budget, including monitoring expenditures, authorizing payments, and negotiating costs.
• Administer and maintain fleet-related contracts; coordinate renewals and obtain competitive quotes with Purchasing.
• Lead personnel management activities: hire, train, supervise, evaluate staff; assign work and monitor performance.
• Oversee daily maintenance shop operations; establish preventative maintenance schedules for vehicles/equipment.
• Maintain and update fleet management system and AVL tracking; provide operational status updates.
• Promote and enforce workplace safety standards; ensure compliance and fleet safety.
• Provide technical resource for complex mechanical issues and lead major deployment efforts.
• Participate in emergency operations and on-call rotations for on-call vehicles.

The Fleet Services Manager ensures the efficient operation and reliability of the City’s vehicle and equipment fleet. This role oversees maintenance and repair activities, manages parts inventory, and administers the fleet management system to optimize performance and compliance. By leading shop operations and supervising personnel, the position supports critical city services through safe, well-maintained vehicles and equipment.

• Manage the efficient and effective operations of City-owned and leased fleet assets to ensure reliability and compliance.
• Develop and administer the Fleet Services Division budget, including monitoring expenditures, authorizing payments, and conducting financial negotiations.
• Administer and maintain fleet-related contracts; coordinate renewals and obtain competitive quotes in collaboration with the Purchasing Department.
• Lead personnel management activities, including hiring, training, supervising, and evaluating staff; assign work, monitor quality, and provide technical guidance and professional development opportunities.
• Oversee daily maintenance shop operations, ensuring timely and high-quality repairs; establish and monitor preventative maintenance schedules for vehicles and equipment.
• Maintain and update the Division’s fleet management system and preventative maintenance database; ensure accurate records and provide operational status updates.
• Promote and enforce workplace safety standards; conduct inspections, monitor compliance, and maintain the Automotive Vehicle Location (AVL) system for fleet tracking.
• Provide exceptional customer service to City departments by addressing maintenance requests, resolving complaints, and ensuring effective communication regarding fleet status.
• Serve as a technical resource for complex mechanical issues and lead major deployment efforts when required.
• Participate in emergency operations and on-call rotations; ensure readiness of on-call vehicles and provide assistance during critical incidents.
• Perform other duties as assigned to support the operational and strategic goals of the Fleet Services Division.

MINIMUM REQUIREMENTS

• High school diploma or GED equivalent.
• Ten (10) years of experience supervising fleet services operations.
• Valid Texas driver’s license with an acceptable driving record.

PREFERRED QUALIFICATIONS

• Automotive Service Excellence (ASE) Certification

KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge of complex diagrams, charts, vehicle and equipment specifications, technical repair manuals, and fleet documentation to ensure accurate interpretation and application.
• Skill in effective verbal and written communication to build and maintain positive relationships with City departments, external agencies, vendors, and service providers.
• Skill in supervising, training, and evaluating personnel, including assigning work and monitoring performance to achieve operational goals.
• Skill in managing fleet maintenance and repair projects, fuel budgets, and the City’s fleet leasing program to ensure cost-effective and efficient operations.
• Ability to analyze operational needs, prioritize tasks, and implement solutions that align with organizational objectives.

PHYSICAL DEMANDS

This position requires lifting up to 100 pounds occasionally. Subject to walking, vision, hearing and talking constantly; standing, sitting, lifting, reaching and foot controls frequently; pushing/pulling, handling, fine dexterity, kneeling, crouching, crawling, bending, twisting, climbing and balancing occasionally; carrying rarely.

WORK ENVIRONMENT

Working conditions involves exposure to variable and/or extreme weather conditions, heavy equipment, fleet machinery, hazardous chemicals/materials, infectious diseases, cuts, burns, or other physical harm. Utilizes personal protective equipment as required.
