Paycom - ATS is seeking a Fleet Manager to oversee acquisition, maintenance, and assignment of city vehicles and equipment. You will manage upfitting, repairs, vendor relationships, and compliance with policies and laws to ensure readiness and safety.

The role requires developing life-cycle replacement plans, maintaining records, and coordinating with departments to meet operational needs while controlling costs and optimizing resources.

Qualifications

  • Bachelor's degree in Fleet Management or related field, or equivalent experience.
  • 3–5 years of progressively responsible fleet management experience.
  • Public-sector fleet management experience preferred (municipal/public safety).
  • Must pass background investigation.
  • Valid driver's license with satisfactory driving record.

Responsibilities

  • Plan and coordinate the City's fleet management program, including acquisition, maintenance, upfitting, and disposal.
  • Develop and monitor preventive maintenance schedules and safety inspections.
  • Coordinate repairs with internal staff, external shops, and vendors to ensure quality and timeliness.
  • Manage fleet-related contracts, warranties, service agreements, and purchase orders.
  • Oversee vehicle upfitting and specialized installations (lights, radios, MDTs, cameras, safety equipment).
  • Maintain accurate fleet records and life-cycle replacement plans.
  • Monitor fuel usage and operating costs to identify cost-saving opportunities.
  • Prepare budgets, cost estimates, and bid specifications for vehicles and services.

DESCRIPTION OF DUTIESThe Fleet Manager oversees the acquisition, emergency upfitting, routine maintenance, repair, decommissioning, and assignment of all agency vehicles and specialized equipment to ensure operational readiness, officer safety, and fiscal responsibility. The position ensures fleet assets remain safe, reliable, operationally ready, and cost-effective while maintaining compliance with applicable laws, regulations, purchasing requirements, manufacturer specifications, and City policies.ESSENTIAL JOB FUNCTIONSPlans and coordinates the City's fleet management program, including vehicle acquisition, assignment, maintenance, repair, replacement, upfitting, decommissioning and disposal.Develops and monitors preventive maintenance schedules and ensures vehicles and equipment receive timely inspections, servicing, repairs, and safety checks.Reviews mechanical repair needs, evaluates repair recommendations, and coordinates work with internal personnel, outside repair facilities, dealerships, and specialized equipment vendors.Manages fleet-related vendor relationships, service agreements, contracts, warranties, work orders, and repair services to ensure quality, timely completion, and compliance with contractual requirements.Coordinates vehicle upfitting and specialized installations, including emergency lighting, sirens, radios, mobile data terminals (MDTs), cameras, safety equipment, partitions, and other operational equipment.Maintains accurate records for vehicles and fleet equipment, including titles, registrations, warranties, maintenance histories, fuel usage, mileage, inspections, repair records, assignments, and replacement schedules.Develops and maintains vehicle life-cycle replacement plans and makes recommendations regarding vehicle replacement based on age, mileage, condition, maintenance costs, operational requirements, and available funding.Coordinates response to vehicle breakdowns, accidents, mechanical failures, and other fleet emergencies and assists with damage assessments, insurance documentation, and repair determinations as needed.Establishes fleet utilization and maintenance practices designed to promote vehicle safety, reliability, efficiency, and responsible use of City resources.Monitors fuel usage, fleet operating costs, maintenance expenditures, and other performance measures to identify trends, control costs, and improve fleet efficiency.Develops and monitors the fleet operating and capital budgets and assists with the preparation of specifications, cost estimates, purchasing documents, and bid requirements for vehicles, equipment, parts, and services.Coordinates the acquisition and delivery of new vehicles and equipment and ensures vehicles are properly inspected, equipped, documented, and placed into service.Coordinates the decommissioning and disposal of surplus vehicles and equipment in accordance with City policies, purchasing requirements, and applicable laws, including preparation for public auction or other authorized disposition.Conducts periodic fleet inventories and audits to ensure vehicle and equipment records accurately reflect City assets and assignments.Develops and maintains fleet policies, procedures, standards, and operating guidelines and recommends improvements to fleet operations.Prepares reports and recommendations regarding fleet condition, maintenance activities, expenditures, utilization, replacement needs, and overall fleet performance.Collaborates with department leadership and operational personnel to identify fleet needs and ensure vehicles and specialized equipment are appropriately assigned to support City operations.Maintains knowledge of applicable vehicle safety requirements, manufacturer recommendations, purchasing procedures, and fleet management practices.Supervises, assigns, trains, and evaluates assigned personnel, as applicable.Performs other related duties as assigned.DESIRED SKILLS/KNOWLEDGE/ABILITIESThorough knowledge of fleet management principles, vehicle maintenance practices, equipment operations, and vehicle life-cycle management.Knowledge of automotive systems, preventive maintenance practices, vehicle safety requirements, and specialized emergency vehicle equipment.Knowledge of public-sector purchasing, contracting, budgeting, inventory control, and surplus property procedures.Knowledge of fleet management software, vehicle tracking systems, fuel management systems, and computerized maintenance management systems.Ability to plan, organize, and manage multiple fleet operations and projects simultaneously.Ability to evaluate vehicle condition, maintenance needs, repair costs, and replacement requirements and make recommendations based on established policies and operational needs.Ability to negotiate and maintain effective working relationships with vendors, dealerships, repair facilities, contractors, City departments, and other stakeholders.Ability to develop specifications and evaluate bids, proposals, and vendor services.Ability to monitor expenditures and manage resources within established budgets.Ability to maintain accurate records and prepare clear and concise reports.Ability to analyze operational and financial data and identify opportunities for improved efficiency and cost control.Ability to communicate effectively, both orally and in writing.Ability to establish and maintain effective working relationships with department heads, supervisors, employees, vendors, and members of the public.Ability to exercise sound judgment and make decisions regarding vehicle safety, repairs, maintenance, and replacement.Ability to maintain confidentiality and handle sensitive administrative and operational information with discretion.TRAINING AND EDUCATION QUALIFICATIONSMinimum QualificationsBachelor's degree in Fleet Management, Automotive Technology, Public Administration, Business Administration, or a related field; or an equivalent combination of education, technical training, and progressively responsible fleet management experience.Three (3) to five (5) years of progressively responsible experience in fleet management, vehicle maintenance administration, or a related field.Previous experience managing or coordinating a municipal, public safety, emergency service, or other governmental fleet is preferred.Must successfully pass a background investigation.Possession of a valid driver's license and a satisfactory driving record.Any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.Preferred QualificationsExperience managing a public-sector or emergency service fleet.ASE certification or other recognized automotive or fleet management certification.Certified Public Fleet Professional (CPFP) certification.Experience with fleet management, fuel management, or computerized maintenance management systems.Experience with emergency vehicle upfitting and specialized public safety equipment.ESSENTIAL PHYSICAL/MENTAL ABILITIESOccasionally: Standing, walking, bending, reaching, crouching, climbing, lifting and carrying items weighing up to 50 pounds, and working in vehicle maintenance or outdoor environments.Frequently: Sitting, walking, operating a computer, communicating with others, inspecting vehicles and equipment, examining and observing details, concentrating on tasks, making decisions, and reviewing records.Ability to work in environments that may involve exposure to vehicle exhaust, mechanical equipment, outdoor weather conditions, noise, grease, oils, and other routine fleet maintenance conditions.Ability to respond to urgent operational situations involving vehicle breakdowns, accidents, or
