Job summary

Access Services in Los Angeles County seeks a Fleet Maintenance Analyst to collect, analyze, validate, and report fleet data supporting operational decisions. You’ll maintain databases, identify trends, develop reports and dashboards, and support maintenance and certification programs across contractor-provided and agency-owned fleets.

Reporting to the Fleet Administrator, this role requires strong Excel, data visualization, and regulatory reporting capabilities, plus the ability to travel to

Qualifications

  • Bachelor’s degree in a related field.
  • Two+ years administering databases for a fleet or 200+ vehicles; OR five years in fleet maintenance.
  • Experience with fleet compliance docs, inspections, telematics, digital workflows, or asset lifecycle management is desirable.
  • Equivalency: Associate’s degree plus relevant experience may substitute for a bachelor’s degree.
  • ASE certifications or related analytics certifications are desirable.

Responsibilities

  • Ensure Access Services provides safe, reliable, clean vehicles in operation.
  • Support maintenance compliance for contractor-provided and agency vehicles.
  • Administer vehicle certification programs for fleets and staff vehicles.
  • Perform inspections and review maintenance records for compliance.
  • Maintain fleet information systems tracking inventory, maintenance, and asset lifecycle.
  • Support monthly/periodic regulatory reporting (FTA, LACMTA, etc.).
  • Communicate with service provider maintenance staff on records and audits.
  • Assist vehicle onboarding, inspections, and asset disposition.

Description

Salary Placement: The salary range provided above represents a good-faith estimate of the salary the Agency expects to pay for this classification. The Agency reserves the right to set salary placement outside of the listed range based on factors including, but not limited to, qualifications and experience, position complexity, internal equity, and organizational need.

Employment Type: At-Will/Non-Union Represented.

Schedule: Flexible (9/80; after the training period is satisfactorily completed). A flexible schedule is dependent on satisfactory job performance, conduct, and attendance and/or may be withdrawn at any time to meet agency needs.

  • This position is based at Access Services Headquarters in El Monte and requires a minimum of two (2) in-person workdays per week. A hybrid work arrangement may be available for the remaining workdays, subject to operational needs and management approval. Any remote work arrangement is not guaranteed and is contingent upon satisfactory job performance, conduct, attendance, and agency needs, and may be modified or withdrawn at any time. Remote work days may still require travel to contractor sites or other field locations as business needs dictate. Regular travel to contractor sites throughout Los Angeles County is required.
Summary

Reporting to the Fleet Administrator, the Fleet Maintenance Analyst is responsible for collecting, analyzing, validating, and reporting fleet maintenance, vehicle utilization, compliance, and asset lifecycle data to support operational decision-making. This position serves as a key resource for fleet performance monitoring, regulatory reporting, contractor oversight, and continuous improvement initiatives. The Fleet Maintenance Analyst maintains fleet databases, identifies trends and performance issues, develops reports and dashboards, and supports the administration of vehicle maintenance and certification programs across Access Services' contracted and agency-owned fleet.

Examples of Duties
  • Ensure Access Services provides safe reliable and clean vehicles in operation for our clients.
  • Support the maintenance compliance of Access-supplied vehicles assigned to service providers and vehicles utilized for non-revenue activities, including certification, inspection, documentation, and service-readiness requirements.
  • Administer and support the provider vehicle certification program for contractor-provided, subcontractor, taxi, Access-owned, and Access staff vehicles used in service.
  • Perform vehicle inspections, facility inspections, and maintenance record reviews at provider locations throughout Los Angeles County to verify compliance with contractual and fleet maintenance requirements.
  • Inspect, certify, place into service, restrict, or remove vehicles from service when vehicle condition, documentation, certification, or contractual requirements are not met.
  • Maintain fleet information systems used to track vehicle inventory, mileage, registration, titles, insurance, certifications, qualification records, in-service dates, preventive maintenance, inspection status, and asset lifecycle status.
  • Support monthly and periodic reporting for internal management, the Federal Transit Administration (FTA), the Los Angeles County Metropolitan Transportation Administration (LACMTA), and other outside agencies as required.
  • Communicate with service provider maintenance staff regarding maintenance records, inspection findings, corrective actions, documentation deficiencies, certification status, and audit requests.
  • Support vehicle onboarding, new vehicle acceptance inspections, in-service inspections, equipment verification, vehicle assignments, transfers, California Department of Motor Vehicles registration activities, and final asset disposition.
  • Administer or support fleet technology systems, including telematics, vehicle gateways, dash cameras, asset tracking, digital inspection forms, electronic documentation repositories, reporting dashboards, and related connected-operations tools.

Education

Bachelor’s degree (BA, BS) from an accredited college or university. Coursework, certificate, or training in automotive technology, fleet management, business administration, public administration, data analysis, transportation, or a related field is desirable.

Experience
  • Two or more years experience in administering databases for a private fleet or a dedicated contract carrier of 200 vehicles or more ; OR
  • Five years experience in vehicle maintenance for fleet maintenance shop or operation.
  • Experience with fleet compliance documentation, vehicle inspections, contractor record audits, telematics systems, digital inspection workflows, regulatory reporting, or asset lifecycle management is desirable.
Equivalency Provision

Equivalent combinations of education, training, and experience that provide the required knowledge, skills, and abilities may be considered qualifying. A minimum of an Associate's degree from an accredited college or university is required. Additional directly related professional experience in fleet maintenance, fleet administration, fleet analytics, transportation operations, or a related field may substitute for the bachelor's degree on a year-for-year basis.

Licenses/Registrations
  • Class C Drivers’ license with no more than one active point on record.
  • Motor Vehicle Report Authorization and Release required.
Certificates
  • ASE certification as a Service Consultant, additional certifications is desirable.
  • One year certificate for Automotive and Related Technology from a college or technical school; or three to six months related experience and/or training; or equivalent combination of education and experience is desirable.
  • Professional certifications in analytics, data visualization, business intelligence, or database management, including Microsoft Office, Power BI, Tableau, or equivalent platforms, are desirable.
  • Completion of Transportation Safety Institute (TSI) coursework or certification programs is desirable. Certifications obtained through the Transit Safety and Security Program (TSSP) and the Public Transportation Safety Certification Training Program (PTSCTP) are highly desirable.
Knowledge, Skills & Abilities
  • Knowledge of, or experience with, visual vehicle inspections for damage.
  • Have a good understanding of general project management principle, methodology and approach.
  • Basic vehicle mechanical inspection procedures required.
  • Experience with California Department of Motor Vehicles procedures for registration.
  • Background in passenger transportation or public transit vehicle maintenance procedures.
Skill In
  • Advanced Microsoft Excel, including PivotTables, formulas, Power Query, data validation, filtering, sorting, and reporting.
  • Database administration, data entry, and data quality review.
  • Reviewing large data sets to identify patterns, trends, discrepancies, and opportunities for improvement.
  • Managing multiple projects, priorities, and deadlines.
  • Conducting research, investigations, and root cause analysis.
