Job Summary

Position Overview

The Fiscal Supervisor / Budget Analyst is responsible for overseeing fiscal operations, budget administration, financial analysis, and reporting activities within a public sector environment. This position supervises and coordinates day-to-day fiscal functions while providing analytical support related to budget development, expenditure monitoring, forecasting, compliance, and financial planning. The Fiscal Supervisor / Budget Analyst serves as a key resource to leadership by ensuring fiscal integrity, supporting strategic decision-making, and maintaining compliance with applicable federal, state, and local regulations. This role also provides supervision, guidance, and technical assistance to fiscal staff and program personnel.

Essential Functions
Fiscal Operations & Supervision
  • Supervise and coordinate daily fiscal operations, including accounts payable, accounts receivable, reconciliations, reporting, and financial transactions.
  • Assign, review, and monitor staff workload to ensure timely and accurate completion of fiscal activities.
  • Provide training, guidance, and performance feedback to fiscal staff.
  • Assist in developing and implementing fiscal procedures and internal controls.
Budget Development & Administration
  • Assist in the preparation, development, and administration of departmental and grant-funded budgets.
  • Analyze budget requests, staffing costs, expenditures, revenues, and funding allocations.
  • Monitor budgets to ensure expenditure remain within approved appropriations and funding limitations.
  • Recommend budget adjustments and reallocations based on fiscal analysis and operational needs.
Financial Analysis & Reporting
  • Conduct budget-to-actual analyses and monitor expenditure trends.
  • Prepare financial forecasts, projections, and variance analyses.
  • Develop recurring and ad hoc financial reports for leadership, oversight agencies, and funding entities.
  • Analyze fiscal data to identify risks, trends, operational impacts, and opportunities for improvement.
Grant & Program Fiscal Oversight
  • Monitor grant expenditures and funding utilization for compliance with grant requirements.
  • Support grant reporting, drawdowns, cash requisitions, and reimbursement requests.
  • Assist in ensuring costs are allowable, allocable, and properly documented.
  • Coordinate with program staff regarding grant budgets and fiscal performance.
Compliance & Internal Controls
  • Ensure compliance with agency policies, governmental accounting standards, and applicable fiscal regulations.
  • Review financial transactions for accuracy, proper coding, and budget availability.
  • Maintain documentation to support audits, monitoring reviews, and financial reconciliations.
  • Identify and address fiscal discrepancies, compliance concerns, and process inefficiencies.
Strategic & Operational Support
  • Provide fiscal guidance and technical assistance to management and program staff.
  • Participate in strategic planning, process improvement, and operational efficiency initiatives.
  • Assist leadership with financial planning, resource allocation, and decision-‐making.
  • Support implementation of new fiscal initiatives, systems, or reporting processes.
Minimum Qualifications
Education

Education: Bachelor's degree in accounting, finance, public administration, business administration, or related field (or equivalent combination of education and experience).

AND
Experience

At least 4 years in budgeting, fiscal administration, financial analysis, or governmental accounting. At least 2 years of experience supervising staff or leading fiscal operations. Strong analytical, organizational, and problem-solving skills. Proficiency in Microsoft Excel and financial management systems.

Equivalency Notes

Have an equivalent combination of education and experience.

Preferred Qualifications
  • Experience in public sector or grant-funded fiscal operations.
  • Knowledge of governmental accounting and fund accounting principles.
  • Experience with financial forecasting, budget development, and grant compliance.
  • Familiarity with state or federal reporting requirements.

  • Knowledge of budgeting, fiscal management, and governmental accounting principles.
  • Ability to analyze and interpret financial data and develop meaningful reports.
  • Ability to supervise staff and manage competing priorities.

Background Check

Probation

All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
