POSITION SUMMARY:

We are currently recruiting for a Fiscal Services Officer I. The Fiscal Services Officer I will provide collaborative assistance in the formulation and development of the Maryland State Highway Administration's (SHA) $2.0 billion annual budget request. This position is responsible for monitoring and analyzing expenditures, performing financial analysis, preparing financial and statistical reports, and supporting various budget‑related activities. The incumbent will assist the Section Chief of Budget in developing and coordinating financial and analytical data used to summarize and justify budget requests for presentation to the Administrator and State Legislature. This full-time position starts at $21.80 per hour and is located in Baltimore, MD.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Assist in the formulation, development, and coordination of SHA's annual budget request.
  • Monitor and analyze agency expenditures to ensure fiscal accountability and budget compliance.
  • Perform financial analyses to support budget planning, forecasting, and decision‑making.
  • Prepare financial, budgetary, and statistical reports for management review and legislative presentations.
  • Assist in the development of financial and analytical data included in the Budget Briefing Book used for presentations to the Administrator and State Legislature.
  • Analyze SHA financial information and identify trends, variances, and potential budget concerns.
  • Review and monitor financial accounts for coding accuracy and identify miscoded transactions.
  • Reconcile accounts and resolve discrepancies as needed.
  • Compile, organize, and maintain budget and financial records.
  • Support the Budget Section with special projects, research, and ad hoc financial analyses.
  • Collaborate with internal departments to gather budgetary and financial information.
  • Participate in process improvement initiatives to enhance financial reporting and budget management practices.
  • Perform other related duties as assigned.
REQUIRED SKILLS / ABILITIES:
  • Strong analytical and quantitative skills.
  • Excellent verbal, written, and listening communication skills in English.
  • Knowledge of budgeting, financial analysis, and governmental accounting principles.
  • Ability to analyze complex financial information and present findings clearly and accurately.
  • Strong organizational skills and attention to detail.
  • Ability to prioritize multiple assignments and meet deadlines.
  • Proficiency with Microsoft Office Suite, particularly Excel.
  • Ability to prepare financial and statistical reports.
  • Ability to work collaboratively with internal stakeholders.

  • Ability to understand and adhere to established policies, procedures, and regulations.
  • Ability to operate general office equipment.
EDUCATION AND EXPERIENCE:
  • Associate's degree in Accounting, Finance, Business Administration, Economics, Public Administration, or a related field, or any combination of education and experience that provides equivalent knowledge and skills preferred.
  • Experience in budgeting, financial analysis, accounting, fiscal operations, or governmental finance is desirable.
  • Experience working with financial reporting systems and large budget environments is a plus.
PHYSICAL REQUIREMENTS:
  • Prolonged periods of sitting at a desk and working on a computer.
  • Standard hours of work 7:00 AM to 3:40 PM Monday to Friday.
