Job summary

County of Kaua’i seeks a Fiscal Officer II to administer the fiscal and accounting programs for a department, assist management on fiscal matters, and help prepare and present the departmental budget.

Qualifications

  • Combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in accounting, business or public administration or a related field.
  • Four (4) years of professional accounting work experience, and one (1) year of supervisory work experience.
  • Qualifying Professional Accounting Experience: responsible experience with general journals, general ledger, balance sheets and financial reports.

Responsibilities

  • Plans, directs, and coordinates accounting and clerical personnel working on department fiscal programs.
  • Develops and revises accounting systems to meet departmental needs and external requirements.
  • Prepares and executes capital improvement and operating budgets for the department head.
  • Conducts internal reviews to ensure accounting systems are effective and compliant.
  • Develops budgetary controls and analyzes expenditure trends.

Job Summary:

Administers the fiscal and accounting programs for an operating department or agency of the County; provides assistance to departmental management on fiscal matters; assists the department head in the preparation and presentation of the departmental budget; and performs other related duties as required.

Examples of Duties:

  • Plans, directs, and coordinates the work of accounting and clerical personnel engaged in posting, recording, tabulating, and processing data in connection with a department’s or agency’s fiscal and accounting program;
  • Develops, maintains, and revises the accounting system to meet the needs of the department or agency serviced and to meet the requirements set up by the Finance Department of the County, State or Federal governments;
  • Prepares, presents, and executes the Capital Improvement and Operating Budgets for the department head in accordance with his request;
  • Conducts internal reviews to ensure that accounting systems and procedures are effective, efficient, and properly implemented;
  • Develops and directs the maintenance of budgetary control;
  • Analyzes and interprets directives, laws, rules, and regulations applicable to the department’s fiscal program;
  • Reviews all claims of payment for services, materials supplies, fixed charges, contracts, and personal services based upon obligations incurred in accordance with applicable laws;
  • Supervises the preparation of financial statements, reports, budgetary estimates, payrolls, and other statistical reports;
  • Analyzes and interprets statements and reports to establish expenditure trends and anticipates possible reprogramming needs;
  • Establishes procedures and controls for the execution of the budget to ensure that expenses or appropriations remain within program and budgetary limits;
  • Develops and refines cost accounting procedures, inventory, and property records;
  • Advises management on fiscal policies and financial matters, participates in staff meetings and conferences with officials of other governmental agencies;
  • Appears and testifies before the Council, Legislature or other committees on matters pertaining to the budget;
  • Directs the purchases of materials, supplies and equipment and arranges or is responsible for fleet insurance coverage for all county-owned vehicles and equipment; and
  • May conduct organizational studies and report findings to the department head along with recommendations; and
  • Performs other related duties as required.

Minimum Qualifications:

Training and Experience:

A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in accounting, business or public administration or a related field; and

  • four (4) years of professional accounting work experience, and
  • one (1) year of supervisory work experience.

Qualifying Professional Accounting Experience:

Responsible experience which involved maintaining general journals, general ledger accounts, and related books and accounts; and preparing balance sheet, profit and loss statements, and related accounting and financial reports. Experience of this nature may be gained by employees performing duties as a principal bookkeeper, or other responsible work requiring the preparation and/or analysis of financial statements and accounting reports.

Non-Qualifying Accounting Experience:

The following types of experience will not be accepted as the professional experience required for these positions: Experience in positions where the duties did not require full professional knowledge and application of generally accepted accounting principles or auditing standards such as an operator of accounting or bookkeeping machines, or in bookkeeping, or in minor accounting or clerical positions (e.g., time, leave, payroll, voucher, examining, etc.); and experience as an office manager or owner of business who supervises accountants, auditors or bookkeepers but does not participate in the accounting or auditing work with responsibility for its technical adequacy.

Qualifying Supervisory Work Experience:

Professional work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees.
