ESSENTIAL FUNCTIONS OF JOB:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Prepares bills for deaths and discharges, Medicare, Blue Cross, third party, self-pay, etc.
- Processes payments; marks receivables and bills; makes transfers for payments.
- Inputs data for monetary transfers.
- Prepares collection letters and other follow-up on past due bills.
- Maintains monthly, year-to-date, and other records.
- Prepares and maintains balance sheets; prepares monthly input, current and prior receivable sheets, etc. and bills for non-receipt of income.
- Checks all income received and makes monthly adjustments.
- Monitors resources of self-pay residents; determines/forecasts eligibility for Medical Assistance and initiates required paperwork.
- Monitors short-term residents; determines when medical assistance applications need to be done and initiates paperwork.
- Provides information and assistance to residents’ families.
- Makes bank deposits for personal money, income, and recreation.
- Checks income posting for accuracy; inputs changes if necessary.
- Checks census daily; maintains records.
- Reviews new admission files for accuracy, Medical Assistance eligibility, assessment status, etc.
- Maintains continuity of office in the absence of department head.
- Treats all residents with dignity and respect. Promotes and protects all residents’ rights.
- Establishes a culture of compliance by adhering to all facility policies and procedures.
- Complies with standards of business conduct, as well as state/federal regulations and guidelines.
- Follows appropriate safety and hygiene measures at all times to protect residents and oneself.
- Maintains confidentiality of protected health information, including verbal, written, and electronic communications.
- Participates in all life safety and emergency drills and trainings. Fulfills responsibilities as assigned during implementation or activation of the facility’s emergency plans.
- Reports work-related injuries and illnesses immediately to supervisor.
- Follows established infection control policies and procedures.
- As a condition of employment, completes all assigned trainings and skills competencies.
- Maintains work area(s) in a clean and properly arranged manner at all times.
- Attends/completes annual and monthly in-services and trainings as required.

- Reports noncompliance with policies, procedures, regulations, or breaches in confidentiality to appropriate personnel. Reports any retaliation or discrimination to HR or compliance officer.
- Reports any allegations of abuse, neglect, misappropriation of property, exploitation, or mistreatment of residents to appropriate persons. Protects residents from abuse, and cooperates with all investigations.
- Reports any occupational exposures to infectious materials and/or hazardous chemicals in accordance with facility policy.

WORKING CONDITIONS:
- Must be able to work effectively in a healthcare setting and office environment.
- Works indoors, with adequate lighting, fluctuating temperatures and ventilation.
- Subject to frequent interruptions.
- Works within average exposures to noises, stress, dust and dirt.
- Potential exposure to blood borne pathogens or communicable diseases.
- Subject to exposure to infectious waste, diseases and/or conditions which may include Influenza, Coronavirus, Hepatitis B, Scabies (not an exhaustive list)
- May be subject to hostile or emotional residents, family members, visitors or personnel.
- May work beyond assigned working hours, including weekends and holidays, when necessary.
PHYSICAL/MENTAL CONDITIONS:
- Must be able to move intermittently throughout the work day.
- Ability to comprehend and interpret a variety of documents including admission files, daily census, income breakdowns and income exceptions, monthly balance sheets, bills, checks, policy and procedure manuals, etc.
- Ability to prepare a variety of documents including admission, discharge, billing, and other records, etc. using prescribed format and conforming to all rules of punctuation, grammar, diction, and style.
- Ability to use and interpret accounting and medical terminology.
- Meets general health requirements according to facility policy, including medical and physical exams and checking immunity status to various infectious diseases.
- Ability to bend, stoop, kneel, crouch, perform overhead lifting and perform other common physical movements as needed in the position. Must be able to move intermittently through facility throughout the workday. Ability to walk, stand, and sit as-needed throughout workday.
- Must be able to pay close attention to detail and concentrate in a moderately stressful environment.
- Ability to understand and actively encourage the Westmoreland Manor Code of Conduct and the Westmoreland County Code of Ethics.
- Must possess the ability to record, convey and present information to the general public, explain ordinances and procedures and follow instruction.
- Dexterity requirements range from fine manipulation of hands/fingers to coordinated movement of feet/legs/torso to carry out job duties.
- Ability to perform basic arithmetic.
- Ability to read, write, speak and understand the English language.
- Must be a supportive team member, contribute to and be an example of team work.
- Ability to assist in evacuation of residents during emergency situations.
- Must be willing to undergo COVID testing as directed by CMS/CDC and/or PA DOH.
- Ability to properly wear surgical mask, N95 and/or eye protection or PPE required for the duration of shift as directed by CMS/CDC and/or PA DOH.
- Strong listening skills and ability to deal with conflict with professionalism and courtesy.
- Basic computer skills, including ability to navigate electronic medical record systems, electronic learning platforms, and phone systems.
- Positive interpersonal relationship skills, including with persons of all ages and cultures.
QUALIFICATIONS:

Minimum Training and Experience Required to Perform Essential Job Functions:
- High school graduate or equivalent required.
- Minimum 3 years’ experience in accounts receivable and collections involving resident accounting and bank reconciliations, and a minimum of three years’ experience working with health care insurance, involving investigations of underpaid and overpaid claims and doing appeals and interpretation of coverage & verification of copays & co-insurance.
- Working knowledge of Medicare (Parts A & B), Medicaid, Managed Care, HMO’s/PPO’s and Patient Billing and regulations in a Long Term Care Setting
- Working knowledge Medical Assistance regulations and billing.
- Proficiency in Word, Excel and previous experience with Long Term Care software (Point Click Care, Navinet).
