Job summary

Chatham County is seeking a Financial Systems Administrator to support the County’s financial and document management systems. You will manage user access, coordinate upgrades, develop reports, maintain compliance, and improve processes across Finance and other departments.

The role combines technology, data analysis, and customer service to support users, perform system administration, and ensure efficient operation of MUNIS and related tools.

Qualifications

  • Bachelor’s degree in Computer Information Systems, Business, or Accounting; 2–4 years in financial systems administration.
  • MUNIS software experience required.
  • Thorough knowledge of computerized financial and document management systems; internal controls and audit standards.

Responsibilities

  • Act as system administrator for the County’s financial software; manage user accounts; train users; install software and coordinate upgrades; create reports; develop new processes.
  • Act as administrator for the document management system; maintain user accounts; ensure compliance and best practices.
  • Provide data analysis to streamline processes and test internal controls.
  • Maintain certification and stay informed of best practices; participate in decision-making.
  • Modify user permissions and reset passwords; monitor ERP and user group boards for issues.

Job description

This position combines technology, data analysis, problem-solving, and customer service to support users, manage system access, coordinate upgrades, develop reports, maintain compliance, and improve processes. Performs difficult professional, technical, and administrative work involving the support and configuration of enterprise resource planning software applications, ensuring compliance, training users, creating reports and performing related work as apparent or assigned.

  • Acting as the system administrator for the County’s financial software system by maintaining user accounts, providing support, training users as requested either within the Finance department or by other departments, installing software and coordinating upgrades, creating reports, making recommendations, implementing new processes and products, creating how-to manuals and guides, and compiling electronic files;
  • Acting as the administrator for the document management system by maintaining user accounts, providing support, maintaining document mappings, keeping informed of current best practices, reviewing, initiating and participating in decision-making processes, and researching and ensuring compliance;
  • Providing insight into and assisting with electronic data analysis by making recommendations, acquiring and analyzing data in order to streamline processes and test internal controls;
  • Ensuring compliance standards by maintaining certification and self-assessment required, keeping informed of current best practices, and reviewing and participating in decision making ;
  • Modifying user permissions and resetting passwords as necessary;
  • Monitors performance of programs after implementation;
  • Initiates and manages ERP support tickets;
  • Monitors ERP and user group boards for system issues and resolutions;
  • Analyzing and estimating feasibility, costs, time, and compatibility with County’s current software programs;
  • Acting as support for the various ERP functions by assisting management in retrieving,reporting and analyzing data, developing metrics, reports and measurement tools for financial data, and working cooperatively with the staff by providing data and data analysis tools for management;
  • Attends annual Tyler Conference and Regional meetings;
  • Performs other duties as assigned.

Bachelor’s degree in Computer Information Systems, Business, or Accounting or an Associate’s degree with related coursework required. Bachelor’s degree preferred; 2-4 years’ experience in financial systems administration or an equivalent combination of education and experience. MUNIS software experience required.

  • Thorough knowledge of computerized systems for the maintenance of personnel and financial records, electronic database systems, financial software systems and document management software systems;
  • Thorough knowledge of internal control processes and procedures;
  • Thorough knowledge of audit standards and best practices;
  • Thorough knowledge of server/network tools (e.g. SQL Server Management Studio, Remote Desktop Connection, Active Directory User Groups);
  • Thorough knowledge of desktop business applications including spreadsheet, database and report-writing tools;
  • General understanding of the fundamental theories, principles, methods and practices of governmental accounting;
  • General understanding of the theories, methods and practices of local government finance;
  • General knowledge of the functions and organizations of county government;
  • Skill in the use of computers and software such as MUNIS, Microsoft Office Suite, etc.;
  • Ability to identify and solve problems quickly, decisively, and independently;
  • Ability to maintain confidentiality;
  • Ability to adapt to changing needs and to handle multiple projects simultaneously;
  • Ability to plan, organize, coordinate, meet deadlines and follow up with attention to detail;
  • Ability to evaluate information and make effective recommendations to develop solutions to requests and problems;
  • Ability to develop technology and its application for Finance, Human Resources, and other users;
  • Ability to establish and maintain effective working relationships with elected officials, staff, external agencies and the general public.
Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking, hearing, use of hands and repetitive motions, frequently requires walking and occasionally requires standing, climbing, balancing, stooping, kneeling, crouching, crawling, reaching with hands and arms and lifting; work has standard vision requirements; work requires vocal communication to express or exchange ideas; work requires hearing to perceive information at normal spoken levels; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions and work is generally performed in a moderately noisy location (i.e. business office).
