Qualifications

  • Bachelor’s degree in a related field and 3+ years in financial management, with DoD experience.
  • Familiar with DoD acquisition phases and financial management regulations.

Responsibilities

  • Assist and deliver support for acquisition-related financial management processes.
  • Prepare budgets, reports, and documentation; analyze funding requirements and propose solutions.
  • Perform budget forecasting, variance analysis, and program execution reviews including EVM.
  • Compile division financial materials for FIAR audits and internal control programs.
  • Advise on funds management documentation and automated financial models to aid decision making.
  • Prepare materials for BER, IBR, PMR, MAR, IPT risk assessments and related events.
  • Maintain audit trails for funding documents to ensure proper use of funds.
  • Support exercises and simulations to gauge readiness and compliance.
  • Monitor and report reimbursable budget programs.
  • Conduct accounting research using systems like CCaRS, CRIS, WAWF, and FM Suite.

Job description

Overview

Abacus Technology is seeking a Financial Manager to support acquisition and engineering tasks under the Command, Control, Communication, Intelligence and Networks (C3I&N) Directorate at Hanscom AFB. This is a full-time position.

Responsibilities
  • Assist, prepare, develop, and deliver support for acquisition-related financial management processes governed by AF and DoD comptroller policy.
  • Prepare program budgets, reports and financial documentation; draw conclusions and draft solutions to funding/budgeting requirements and problems relating to improvement of financial management effectiveness, work methods, financial systems, and procedure efficiency.
  • Perform budget forecasting tasks, variance identification and analysis, program or financial execution reporting and reviews, schedule analysis, EVM analysis, and/or provide recommendations to the program office on all matters relating to budget, schedule, or EVM.
  • Compile division level financial material from a variety of sources in support of various tasks and requirements for financial metrics, Financial Improvement and Audit Readiness (FIAR) compliant audits, management internal control program, self-assessment program, and routine reporting.
  • Advise or assist with the development of program specific funds management documentation, and/or assist in the execution of automated models and control techniques to aid decision making.
  • Prepare, develop, and/or assist with financial papers, briefings, or other inputs to support various events, such as, but not limited to Budget Execution Review (BER), Integrated Baseline Review (IBR), Milestone Decision Review, Monthly Acquisition Report (MAR), Program Management Review (PMR), Acquisition Strategy Plan, or Integrated Product Team (IPT) risk assessments.
  • Generate, maintain, and document an independent audit trail to track, record, and report the status of each funding document to ensure proper use of all funds.
  • Support AF or DoD exercises and simulations designed to assess the unit’s ability to support real-world scenarios in a compliant and timely manner.
  • Monitor, report, and maintain reimbursable budget program.
  • Perform research and analysis for accounting related issues using a variety of online query systems and tools. For example, CCaRS, CRIS, WAWF, FM Suite and classified Financial Management systems.
Qualifications

3+ years experience in financial management including at least 3 years in a DoD environment. Bachelor’s degree in a related field. Additional years of experience may be substituted for degree requirements. Must be familiar with DoD acquisition phases and knowledgeable of the relevant DoD financial management regulations associated with budgeting and financing acquisition and sustainment programs. Familiar with and proficient in DoD fiscal policy controls regarding the purpose of each appropriation, availability of the appropriation for new obligations or prior year obligation adjustments, and budget authority limits for ensuring compliance with legal limitation controls. Must have requisite FM experience and knowledge to support financial management across multiple programs in their acquisition life cycle to include pre-engineering development, engineering development, testing, fielding and sustainment. Familiar with multiple DoD funds control and governance processes such as, but not limited to, investment Budget Authority, O&M Budget Authority, reimbursable Budget Authority, annual authority, quarterly authority, reprogramming authority, legal limitations, and statutory floors or ceilings. Knowledge of financial management and accounting functions, processes, and analytical methods and techniques to gather, analyze, evaluate and present information required by program or project managers and customers. Knowledge of the policies, concepts, procedures, techniques, and methodologies pertaining to analysis of financial data. Knowledge of DoD acquisition requirements, development, and approval processes. Knowledge of DoD contracting types, contract structure, contract line item financing, and funding clauses relevant to spend plan formulation and forecasting. Able to communicate, plan, and organize work and meet deadlines. Able to gather, assemble, and analyze data using financial systems to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. Experience providing financial management support for FMS programs. Must be a US citizen and hold a current Secret clearance.
