Summary

You will serve as a FINANCIAL MANAGEMENT ANALYST in the HEADQUARTERS US INDO-PACIFIC COMMAND.

Duties
  1. You will perform or advise on work in any of the phases or systems of budget administration.
  2. You will analyze, recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
  3. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
  4. You will review and evaluate budget requests, control, and reporting of obligations and expenditures.
Requirements
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 01 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-12:

Your Resume Must Demonstrate At Least One Year Of Specialized Experience Equivalent To The Next Lower Grade Level (GS-11) Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector. Specialized Experience Includes Duties Related To The Following:

  • Advising on or performing work in any phase or system of budget administration;
  • Formulating budget and estimates to support plans, programs, and activities;
  • Applying accounting, budgetary, and financial information to prepare information and summaries for management;
  • Preparing, reviewing and reconciling financial statements and financial reports to meet reporting requirements and to support management decisions;
  • Developing, determining, and interpreting of budgetary policies and practices.
GS-11:

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following:

  • Applying knowledge of phases and systems of budget administration;
  • Reviewing and evaluating budget requests, control and reporting obligations and expenditures;
  • Reviewing budget estimates and financial reviews for accuracy and completion;
  • Interpreting budgetary policies and practices;
  • Delivering high-quality products and services to both internal and external customers.
Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

  • Ph.D. or equivalent doctoral degree
  • or 3 full years of progressively higher level graduate education leading to such a degree
  • or LL.M., if related
  • or a combination of experience and graduate education as described above that equates to one year of experience.
