Talentify is seeking a financially focused professional in Arlington, VA to develop and implement comprehensive financial management plans that support the Navy and DoD programs. The role includes evaluating major programs, preparing budget summaries, and ensuring accurate financial reporting.

The incumbent will coordinate with internal and external stakeholders, ensure suitability for federal employment, and comply with E-Verify and security clearance requirements.

Qualifications

  • Develop and implement financial management plans, procedures, and programs to efficiently apply financial resources to mission objectives.
  • Recommend adoption or implementation of new financial management concepts, procedures, and strategies in support of programs.
  • Direct and/or perform program execution reviews, analyses, and appraisals of major operating and support programs with internal and external stakeholders.
  • Conduct research for top-level budget summaries highlighting changes and tracking capabilities.
  • Develop formats and content to provide managers with fund status and obligation data.
  • Review and oversee the integrity, timeliness, and accuracy of accounting, budget execution, and financial reports.

Job description

Duties
  • You will develop and implement financial management plans, procedures, and programs to facilitate the effective, efficient, and timely application of financial resources to facilitate accomplishment of the organization's mission.
  • You will recommend the adoption or implementation of, and implements new and revised financial management concepts, procedures, and strategies in support of the organization's programs.
  • You will direct and/or performs program execution reviews, analyses, and appraisals of the various major operating and support programs within the organization and with external stakeholders.
  • You will conduct research for the development of top-level budget summaries during each budget cycle outlining major changes and tracking current and future capabilities.
  • You will develop format and content to provide managers with a number of listings, reports, and data relative to status of funds and obligations.
  • You will review and oversee the financial integrity, timeliness, and accuracy of information contained in accounting, budget execution, and financial management reports.
  • You will conduct evaluation and analysis of financial-related issues elevated by audit reports, budget reviews, etc.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
