Job summary

Buffalo Horse Inc. seeks a Financial Managment Analyst/Budgeting and Programming to support the PFPA Financial Management Office in Falls Church, VA. The role includes budget formulation, reporting, program analysis, and SOP development.

The candidate will develop POM and budget reports, manage documents per NARA rules, and build workload spreadsheets for presentations. Requires 10+ years in DoD budgeting and a secret clearance.

Qualifications

• Bachelor's in Business Administration, Accounting, or Finance from an accredited university.
• Secret Security Clearance
• Minimum 10 years of DoD HQ experience or equivalent
• Extensive budgeting and program budgeting experience incl. POM
• Experience with DoD ERP systems / IT Budget

Responsibilities

• Provide support to assist the Government Lead for Budget Formulation in managing the POM and Program Budget reports.
• Collect documents related to the POM and Program Budget to ensure they are correct and complete for FM systems input.
• Save all documents related to tasks on the POM and Program Budget reporting in the FM folder per NARA regulations.
• Develop spreadsheets to track POM and Program Budget reports, requests and modifications.
• Provide workload data to develop PowerPoint presentations based on workload spreadsheets.
• Record meeting notes for POM and Program Budget reports.
• Develop lists of tasking and deliverables from meetings for workload status reporting.

Position Title: Financial Managment AnalysisSupport - Budgeting and Programming

Employment Status: Full-Time, Salaried, Exempt

POSITION SUMMARY:

Buffalo Horse Inc. is seeking a Financial Managment Analyst/Budgeting and Programming employee to support a key customer within the Pentagon Force Protection Agency (PFPA). The Finanacial Managment Analyst/Budgeting and Programming employee will provide support to the PFPA Financial Management Office (FMO). Current tasks performed by the division include, but are not limited to:

• Support services for budget formulation
• Provide budget reporting
• Program analysis
• Commercial payments, accounts payable and reconciliations
• Prior year account closeout experience of contracts
• Developing financial management Standard Operating Procedures (SOP)
• Developing process maps
• Following agency-specific financial management regulations.
• IT Budget Formulation

KEY RESPONSIBILITIES:

The employee shall perform services including but not limited to the following:

• Provide support to assist the Government Lead for Budget Formulation in managing the development, compilation reconciliation, and review of the Program Objective Memorandum (POM) and all Program Budget reports.
• Collect from relevant and available sources all documents related to the POM and Program Budget reports to ensure they are correct and complete for input into the financial managment systems.
• Ensure that all documents related to specific tasks on the POM and Program Budget reporting are saved in the appropriate FM folder with the correct tracking title IAW with NARA regulations..
• Develop spreadsheets to capture and track POM and Program Budget reports, requests and modifications for the purpose of determining scope of tasking and deliverables.
• Provide to the Lead Financial Management Analyst the workload data (i.e., the reports initiated, completed, or ongoing status of the same, number of responses of requests for information, number and title of projects related to the contractor personnel work output, etc.) in order to develop Power Point presentation based on workload spreadsheets.
• Record meeting notes for POM and Program Budget Reports
• Develop lists of tasking and deliverables from meetings for inclusion in workload status reports

Minimum Requirements:

• Bachelor's in Business Administration, Accounting, or Finance from an accredited university or college.
• Secret Security Clearance
• Minimum 10 years of experience inclusive to DOD headquarters (CJCS, Secretary Air Force Financial Management-SAF/FM, Navy Comptroller NAVCOMPT, Army Budget Office ABO), major command (MAJCOM/MACOM, EUCOM, etc.)
• Extensive programming and budgeting experience, including development, compilation, reconciliation, and review of the Program Objective Memorandum (POM) and future Program Budget reports.
• Experience in DAI or any military ERP preferred
• DoD IT Budget and SNaP-IT experience
• 3 years' of experience in storing financial records IAW DOD FMR and National Archives and Records Administration (NARA) regulations
