Job description

This is an exempt supervisory position which is essential to the Finance Department and requires the highest level of attention to detail and accuracy. The Financial Controller plays a critical role in overseeing the organization’s accounting operations. This position is responsible for producing accurate and timely financial transaction completion, maintaining comprehensive accounting records, ensuring adherence to budgets, preparation of standardized reports for various aspects of the Agency programs, and implementing controls to mitigate risk. This role requires a strong understanding of financial regulations, government agency accounting, fund accounting, and compliance with generally accepted accounting principles (GAAP) to support the organization’s mission effectively. Duties will include working closely with other department staff and their accounting specialties.

ESSENTIAL FUNCTIONS

The essential functions of this position require prioritizing and completing all assigned tasks in a timely and efficient manner, adjusting for changing priorities and availability of resources, and demonstrating initiative in identifying additional job-related tasks to be completed when time permits. These duties are a representative example of position expectations. Actual duties assigned may vary and change depending on the business needs of the department and the Housing Authority.

  1. Function as the primary support person to the Finance Director for monthly, quarterly, and year-end financial activities.
  2. Provides specialized and technical support to the Finance Director, maintains complex financial records.
  3. Administers, tracks and monitors Federal, State, and Local grants and ensures timing reporting to funding agencies and HUD.
  4. Prepares and submits timely monthly and annual accounting and financial reports for VMS for the Section 8 program and other reports required for the Section 8 program to HUD.
  5. Prepares and submits timely financial annual reports to HUD including reports filed through the REAC system after the annual audit is received.
  6. Serves as the principal point of contact for external auditors for the Annual primary government Audit and Single Audit. Coordination of the day‑to‑day work in response to auditors’ requests. Assign tasks and duties for the audit when our audit list is received to begin work. Work in conjunction with the Financial Analyst on the workpaper preparation and worksheets necessary to complete the audit.
  7. Manages day‑to‑day cash of the Agency, which entails ensuring bank accounts have proper balances to cover program expenses on a weekly basis. Provides a weekly cash report to the Finance Director.
  8. Assist the Finance Director in creating annual operating budgets by department and program. Assist in financial forecasting and monitoring budge performance.
  9. Monitor financial earnings and provide analysis for future needs and earnings to assist Finance Director in determining long‑term needs and planning for reserves.
  10. Perform periodic reviews of internal controls for financial reporting to ensure compliance with key control principles and bring any concerns to the attention of the finance director.
  11. Develop and document business processes to strengthen internal controls and to follow all regulations and GAAP. Provide a copy of all processes with the finance team for reference. Assist the Finance Director in drafting department policies.
  12. Assist in training finance team members to ensure proper documentation of receipts, account code, support, and invoices are provided to the finance team.
  13. Oversee and supervise the finance teamwork flow in month‑end, quarter‑end, and year‑end accounting activities, including timely closing of the financial period so accurate and timely financial statements can be prepared for the board and for leadership decision making.
  14. Review and reconcile all general ledger accounts monthly and assist in preparing accurate and timely financial statements for the Finance Director.
  15. Reconcile all liability accounts monthly and in a timely manner.
  16. Work with finance team to streamline vendor payment processes and improve the financial health of the agency.
  17. Develop and implement cross‑training strategies for finance team to maintain and high‑quality financial support across the organization.
  18. Provide finance team development training on agency accounting processes.
  19. Prepare quarterly performance reviews and goals for each finance team member they supervise.
  20. Approve vacation, leave & timecards for the finance team members this position supervises. Advise Finance Director of staffing and departmental challenges relating to workload and leaves.
  21. Supervise with the payroll to ensure payroll compliance with federal and state laws and timely filing of all required reports.
  22. Provide other departments with reports set up for what they need and train them on how to pull those reports or modify them.
  23. Respond to all inquiries for information respectfully without regard to the inquirer’s position or status and in a manner that conveys understanding, acceptance and support of Housing Authority programs and objectives.
  24. Communicate in a professional, respectful, and courteous manner with all employees, clients, the Board of Directors, and others with whom we may work. Contribute to a successful finance team and foster a collaborative culture through positive interactions, active listening, meaningful collaborations, and the constructive exchange of ideas designed to meet or exceed the organization’s strategic goals.
  25. Complete special projects and other duties as assigned by the Finance Director to meet both finance department and Housing Authority goals while actively demonstrating accountability and responsibility for achieving desired outcomes and measurable results.
EDUCATION & EXPERIENCE
  1. Certified Public Accountant preferred, Certified Management Accountant accepted.
  2. Minimum of bachelor’s degree in accounting from an accredited four‑year college or university.
  3. Minimum 8 years’ GAAP accounting experience, responsible for multiple entities.
  4. Minimum of 3 years of experience in a supervisory experience role in a non‑profit or government accounting department.
  5. Experience in Audit preparation work.
