Job summary

HunaTek Government Solutions in Washington, DC, seeks a detail-oriented Financial Analyst to support AF under the Department of State contract. You will manage budgeting, funds tracking, and interagency agreements, coordinating with embassy staff and regional hubs to ensure accurate financial reporting.

The role requires five years of experience, a Bachelor’s degree, English fluency, and a SECRET clearance.

Qualifications

  • SECRET Security Clearance.
  • Knowledge of current federal budget policies and regulations with the ability to apply them in the work environment.
  • Bachelor's degree from an accredited institution or equivalent experience demonstrating the knowledge, skills, and abilities to perform the duties.
  • Minimum of five (5) years of experience as a financial analyst.
  • At least three (3) years of experience with invoicing to assist in overseeing contract and grant billings.
  • At least three (3) years of experience with price analysis, cost accounting techniques and procedures, and developing Independent Government Cost Estimates (IGCEs) with input from program managers.
  • Demonstrated fluency in English, both spoken and written.

Responsibilities

  • Support AF/A and the Africa Regional Hubs management of bilateral agreements, such as DOAGs.
  • Manage public sector finance and budgeting, track funds, assist with budgetary projections, and administer government/interagency agreements and documentation.
  • Enter verified data; organize, review, and analyze financial documents; track incoming funding and outgoing obligations and expenditures using Department of State and legacy USAID financial systems, as well as Microsoft Excel.
  • Research and provide technical reports and oral briefings on financial and budget-related topics associated with foreign assistance in sub-Saharan Africa.
  • Assist the AF assistance enterprise—including AF/A/PMC, regional hubs, and U.S. embassy-based staff—in preparing and administering program financial milestones throughout the grant and contract lifecycle (pre-award, award, post-award, and closeout).
  • Support AF/A/PMC in program oversight related to cost projections, invoices, and current and out-year funding needs, including financial audits of organizations implementing AF-managed foreign assistance.
  • Draft and submit funding requisitions with U.S. Direct Hire approval.
  • Assist CORs/GORs in preparing and administering program financial milestones throughout the grant and contract lifecycle.
  • Review implementer invoices and prepare them and associated documents for COR/GOR review and approval.
  • Maintain an AF-wide foreign assistance tracker to provide centralized awareness of AF-managed foreign assistance funds.
  • Assist COR/GOR in developing and maintaining program budgets and associated cost-related spreadsheets.
  • Collaborate closely with the Pretoria financial hub and USAID legacy team to meet financial information needs of various hubs, including bilateral and regional agreement pipelines and preparation of future operational budgets.
  • Support field-based foreign assistance staff responding to budget-related requests and taskers for the Operational Plan, Mission Resource Requests, and other budget-related tasks.

Job description

HunaTek is seeking a detail-oriented and experienced Financial Analyst to support the Bureau of African Affairs (AF) on our contract with Department of State. The Financial Analyst will be responsible for managing bilateral agreements, public sector finance, budgeting, and funds tracking. The ideal candidate will be responsible for administering government and interagency agreements, analyzing financial data, and assisting with budgetary projections related to foreign assistance in sub-Saharan Africa. This role requires close collaboration with multiple stakeholders, including U.S. embassy-based staff, regional hubs, and financial teams.

This position is located in Washington, DC and will require daily in office support. Availability will be based on contract award.

Key Responsibilities
