Job summary

VISTA Technology Services, Inc. seeks a Senior Financial Analyst to provide business financial management support to a NAVSEA Program Office.

This on-site role at the Washington Navy Yard requires 3 days per week on location and focuses on budget, financial, and estimating support within the PPBE framework. The successful candidate will have DoD/Navy acquisition program experience, proficiency with Navy ERP/NEPS/PBIS/EDW, and an active DoD clearance.

Qualifications

  • 15+ years of experience supporting DoD/Navy acquisition programs in financial management, budget execution, or cost estimating.
  • Hands-on experience with Navy financial tools: Navy ERP, NEPS, PBIS, EDW.
  • Strong understanding of PPBE, FAR financial processes, and NAVSEA financial instructions.
  • Excellent analytical skills to assess budget impacts from working tables.
  • MS Office proficiency to create baselines, exhibits, and presentations.
  • Active DoD Secret Clearance or higher.

Job description

VISTA Technology Services, Inc. (VISTA) is seeking a Senior Financial Analyst to provide Business Financial Management (BFM) support to a NAVSEA Program Office. This position reports on-site at the Washington Navy Yard 3 days/week.

The Financial Analyst will support the Program Acquisition Executive Robotics & Autonomous Systems (PAE RAS) Program Office by providing overarching budget, financial, and estimating support across all areas of the DoD Planning, Programming, Budgeting, and Execution (PPBE) System. They will work closely with BFMs and Program Managers to ensure funding sufficiency, maintain budgetary controls, and facilitate the financial execution of programs that bring critical maritime capabilities to the warfighter.

Responsibilities:

Financial Planning & PPBE Support

  • Assist in the research, development, and preparation of Program Objective Memorandum (POM) and Program Review (PR) program requirements, issue papers, reclamas, and informational "white papers"
  • Assist in the preparation, update, and review of FMB/DON, OSD/OMB, and Congressional budget exhibits and back-up material for all appropriations managed by Program Managers
  • Participate in and provide financial status input during financial execution reviews, triannual reviews, and POM reviews
  • Review projected budgets to determine adverse programmatic impacts due to appropriation delays, budget cuts, or procurement issues

Budget Execution & Systems Management

  • Provide technical support and analysis for program funding and budgetary controls within Navy Enterprise Resource Planning (ERP), NAVSEA Enterprise Planning System (NEPS), and the Program Budget Information System (PBIS)
  • Draft budgetary ledger/execution status reports summarizing budget controls established by the FMB against approved Task Planning requirements
  • Monitor and update spend plans, adjust allocations to revised budget controls, and prepare reprogramming requests (e.g., populating Fund Allocation Request Forms)
  • Monitor obligations and expenditures status, track performance relative to OSD/FMB mandated benchmarks, and monitor/reconcile Unliquidated Obligations (ULOs) and Negative Unliquidated Obligations (NULOs) in ERP
  • Apply standard processes for monitoring and summarizing weekly execution status and conduct comparative analyses

Data Analytics & Reporting

  • Streamline Navy ERP financial reporting and develop program "plans vs. actual" analysis tools
  • Develop Work Breakdown Structures (WBS) and help develop current year and out-year Task Planning Sheet requirements
  • Assist programs in gathering and researching the latest contract funding data for inclusion in weekly contract tracker reports
  • Support collection of financial data and prepare formal and informal responses to Requests for Information (RFIs) from OPNAV resource sponsors, GAO, Congressional Staff, and internal NAVSEA directorates

Basic Qualifications:

  • 15+ years of demonstrated experience supporting DoD/Navy acquisition programs in a financial management, budget execution, or cost estimating capacity
  • Hands-on experience with Navy financial and budgeting tools, specifically Navy ERP, NEPS, PBIS, and Electronic Data Warehouse (EDW)
  • Strong understanding of the DoD PPBE process, Federal Acquisition Regulation (FAR) financial processes, and NAVSEA financial instructions
  • Excellent analytical skills with the ability to extract, analyze, and assess programmatic impacts from budgetary working tables
  • Highly proficient in Microsoft Office suite (Excel, PowerPoint, Word) to formulate multi-year baselines, budget exhibits, and Flag-level financial presentations
  • Active DoD Secret Clearance or higher

Desired Qualifications:

  • Bachelor's degree in a financial discipline
  • Experience with the NAVSEA's Acquisition Management System (AMS)
  • Background in developing obligation phasing plans and tracking program management plans
  • Familiarity with Total Ownership Cost (TOC) reduction planning and Life Cycle Cost Estimates (LCCE)

Salary at VISTA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $130,000.00to $145,000.00(annualized USD) based on years of experience. The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees.
