Job description

*This position is being offered as a promotional only opportunity. Applicants must be current full-time employees who have been with the district for 6 months or more, and in satisfactory standing.*

Location: Finance Department

40 hours per week/ 12 months per year

PUSD Classification Salary Range (Mgmt 14): $52.85 - $64.04 per hour*

*Promotional Pay Rate is based on Rule #70.200.4 (see below)

Selection Procedure

Applications will be screened, and those candidates whose backgrounds best match the requirements of the position will be invited to participate in a competitive examination process, which may include any combination of the following: Training & Experience evaluation (T&E), multiple-choice question test, job-related performance exercise, and technical/ oral appraisal interview. Examination procedures are subject to change as deemed necessary by the Director of the Personnel Commission.

Candidates who pass all of the examination processes are ranked on an eligibility list according to their score(s). Selection for the position will be made from among the top three (3) ranks of candidates. The eligibility list will be used for hiring purposes in other vacancies in the same, or equivalent, job classification and will be active for six (6) months (Merit Rule 50.100.1).

BASIC FUNCTION:

Under the direction of the Director of Finance, organize, coordinate, and manage the accounting and budgeting operations of the District; perform necessary accounting work in the maintenance of financial records in all District funds; maintain and ensure effective accounting internal control; train, supervise, and evaluate the performance of assigned personnel.

REPRESENTATIVE DUTIES:
  • Oversee and maintain the daily accounting operations of the District, including: accounts payable, accounts receivable, cash receipts, general ledger, cash flow, trust account statement reconciliations, capital assets reconciliations, fixed asset activity, and debt issuance and activity.
  • Monitor and analyze accounting transactions; produce financial reports or statements.
  • Oversee the accounting control of the Purchasing Card Program and Revolving Cash Fund (RCF).
  • Prepare, perform, and monitor month-end, interim, and year-end accounting activities; coordinate with staff to complete assigned accounting tasks within deadlines.
  • Assist the Director in revenue and fiscal analysis across all District funds.
  • Plan, schedule, and monitor progress of regular and special projects to meet important deadlines.
  • Apply effective use of team-driven processes for the supervision, training, and direction of assigned staff members; participate in the interview, selection, and training process for new employees.
  • Provide advisory service, training, direction, technical, and analytical support to professional staff, district committees, principals, division and department heads.
  • Conduct and facilitate meetings, resolve problems, provide direction and recommendations for district personnel; assist as needed to serve on district-wide committees, task forces, and panels.
  • Serve as a member of the District’s Community Facilities District (CFD) Team, providing financial support and advice.
  • Assist with the coordination and supervision of district annual audit and internal audit of department and school site accounts, including Attendance and ASB accounting and state mandated cost claims.
  • Improve upon and initiate corrective actions for related systems and procedures.
  • Establish and enforce proper accounting methods, policies, and principles affecting assigned areas of responsibility.
  • Establish and maintain fiscal files and records to document transactions.
  • Perform related duties as assigned as they relate to the classification.
EDUCATION AND EXPERIENCE:

Bachelor's degree in finance, accounting, business administration, or related field and four years of experience in any combination of the following: accounting and budgeting, performance measurement, or detail cost accounting/analysis. Experience must include two years in a supervisory capacity. Additional years of experience or education may be substituted to meet the minimum qualifications. Governmental accounting experience preferred.

In accordance with Personnel Commission Rules and Regulations of Classified Service # 70.200.4, An employee who is promoted to a classification allocated to a range with a higher maximum salary shall be placed on the step of that range which most closely approximates 8 percent in amount above the employee's salary prior to promotion exclusive of special pay additives. If a service increment is due the employee at the time of promotion, it shall be credited and applied in the determination of the promotional salary placement.
