The California Foundation for Independent Living Centers (CFILC) is a statewide disability organization that administers programs and serves as a membership association connecting California’s Independent Living Network. POSITION OVERVIEW
Reporting to the Executive Director, the Finance Manager leads CFILC’s day-to-day financial management, accounting oversight, budgeting, reporting, compliance, and audit readiness. The position ensures that financial records and reports are accurate, timely, and prepared in accordance with U.S. generally accepted accounting principles (GAAP), nonprofit accounting standards, grant and contract requirements, and CFILC policies.
The Finance Manager supervises the Bookkeeper and coordinates the work of external accounting and professional service providers. The position establishes clear workflows and responsibilities among internal staff and contractors, reviews financial work products, and ensures that CFILC maintains complete records, effective internal controls, and reliable information for management and Board decision making.
POSITION RESPONSIBILITIES
Financial Management and Reporting
- Oversee CFILC’s accounting operations, general ledger, chart of accounts, accounting calendar, and month-end and year-end close processes.
- Supervise and support the Bookkeeper and coordinate with external accounting, audit, tax, payroll, benefits, banking, and other financial service providers.
- Establish clear roles, approval processes, schedules, and deliverables for staff and contractors; review work for accuracy, completeness, timeliness, and appropriate use of organizational resources.
- Review account coding, reconciliations, journal entries, payroll and benefit allocations, prepaid expenses, fixed assets and depreciation, accrued expenses, deferred and unbilled revenue, shared cost allocations, and other material accounts.
- Ensure proper revenue recognition, classification and release of net assets with donor restrictions, and tracking of restricted funds and grant spending in accordance with U.S. GAAP.
- Prepare or oversee timely monthly and annual financial statements and supporting schedules, including statements of financial position, activities, functional expenses, and cash flows; budget-to-actual reports; cash-flow projections; and accounts receivable and payable aging reports.
- Provide the Executive Director with clear financial analysis, variance explanations, forecasts, and recommendations to support operational and strategic decisions.
- Maintain secure, complete, and accessible accounting records, workpapers, supporting documentation, and audit trails in CFILC’s systems.
Budgeting Grants and Contracts
- Lead development of the annual organizational budget and program budgets in collaboration with the Executive Director, Deputy Director, program managers, Treasurer, and Finance Committee.
- Monitor organizational and program performance against approved budgets and work with managers to address variances, spending rates, cash needs, and required budget revisions.
- Review grant agreements, contracts, scopes of work, and budgets for financial requirements, risk, allowable costs, reporting obligations, and consistency with CFILC policies before execution.
- Oversee preparation and submission of accurate, timely funder invoices, reimbursement requests, and financial reports, and coordinate with program staff on supporting documentation and deliverables.
- Maintain grant and contract financial files and ensure compliance with applicable federal, state, and private funder requirements, including cost allocation, procurement, record retention, and documentation standards.
Audit Compliance and Internal Controls
- Lead CFILC’s annual financial statement and Single Audit processes and serve as the primary liaison to the independent auditor; coordinate schedules, workpapers, confirmations, and responses to auditor requests.
- Coordinate preparation and review of Form 990, annual information returns, 1099s, and other required financial or regulatory filings with qualified external providers.
- Design, document, implement, and monitor internal controls that safeguard assets, support accurate reporting, provide appropriate segregation of duties, and reduce the risk of fraud or error.
- Maintain and recommend updates to fiscal policies and procedures and support management and Board understanding of nonprofit financial management and compliance responsibilities.
- Monitor compliance with applicable accounting standards, grant requirements, laws, regulations, tax obligations, and Board-approved financial policies.
Leadership and Board Support
- Advise the Executive Director, Treasurer, Finance Committee, and Board of Directors on financial condition, emerging risks, internal controls, forecasts, and recommended actions.
- Prepare for and participate in Finance Committee and Board meetings as requested, including presenting financial reports and responding to questions.
- Administer CFILC’s investment accounts in accordance with Board-approved policies and authorized direction.
- Provide financial guidance and training to managers and staff and promote shared accountability for budgets, documentation, and compliance.
- Perform other duties as assigned that are consistent with the scope and level of the position and provide reasonable backup support for organizational operations when needed.
POSITION QUALIFICATIONS
Required Education and Experience
- Bachelor’s degree in accounting, finance, business administration, or a related field and at least five years of progressively responsible accounting or financial management experience, including nonprofit accounting; an equivalent combination of education and relevant experience may be considered.
- Demonstrated knowledge of U.S. GAAP, nonprofit and fund accounting, revenue recognition, restricted funds, cost allocation, financial statement preparation, and internal controls.
- Experience managing government grants or contracts and preparing funder invoices and financial reports; familiarity with federal award compliance and Single Audit requirements.
- Experience leading annual audits and coordinating Form 990 or comparable regulatory filings.
- At least two years of supervisory, team leadership, or comparable experience directing the work of accounting staff or professional service providers.
- Advanced proficiency with QuickBooks Online and Microsoft Excel and the ability to learn and manage related financial, payroll, and payment systems.
- Ability to analyze complex financial information and communicate it clearly to staff, executive leadership, and Board members.
- Strong judgment, organization, attention to detail, discretion, and ability to manage competing priorities and deadlines with limited supervision.
- Demonstrated commitment to confidentiality, ethical financial practices, accessibility, and CFILC’s disability-led mission.
Preferred Qualifications
- Certified Public Accountant, Certified Management Accountant, or comparable professional credential.
- Experience with California state contracts and nonprofit organizations receiving a mix of government, foundation, corporate, and membership revenue.
- Experience with BILL, Paylocity, or similar accounts payable and payroll platforms.
- Bilingual proficiency in English and Spanish, Cantonese, or American Sign Language.
- Personal or professional experience with disability, Independent Living, or disability-led organizations.
WORKING CONDITIONS
This is a Sacramento-based hybrid position with regular in-person work required in accordance with CFILC policy and operational needs. Work is primarily performed in an office or remote-work setting using a computer, phone, and video-conferencing tools. Limited statewide or out-of-state travel and occasional evening or weekend work may be required.
