Job summary

The North Carolina Department of Environmental Quality is seeking a Business Manager II (NS) to oversee the Division of Water Resources’ fiscal functions, including budgeting, financial planning, accounting, payroll, purchasing, and grants management.

Qualifications

• Bachelor’s degree in accounting, business, or finance and five years of progressive related experience, with two years in a supervisory role.
• Oversees fiscal functions including budget management, financial planning, accounting, purchasing, inventory, payroll, and administrative support.
• Collaborates with Grants Management and leadership on fiscal and administrative issues.

Responsibilities

• Establishes short and long-term goals and directs the division's business operations and service delivery.
• Analyzes workload and assigns work to optimize fiscal and general operations.
• Serves on the divisional leadership team, providing fiscal clarification to the Director and program managers.
• Works with Grants Management to ensure accurate accounting and reporting on federal grants.
• Monitors cash flow and plans for the Division’s spending.
• Leads testing, adoption, and migration to new ERP platforms.
