The City of Marysville is seeking a dynamic, strategic financial leader to serve as Finance Director. Acting as the municipality’s primary financial authority, the Finance Director provides senior executive leadership for the Finance Department and exercises independent judgment on high-impact municipal financial matters.
Appointed directly by the City Manager, the Finance Director serves as a key member of the Executive Group and may act as Deputy City Manager on designated matters as assigned.
Executive Leadership & Strategic Governance: Provide high-level technical support, policy interpretations, and strategic financial recommendations to the City Manager and City Council. Guide the financial strategies of the City’s Strategic Plan, perform departmental SWOT assessments, and evaluate local, state, and federal legislation affecting municipal finances. Represent the City's financial interests on the Board of Control and Treasury Investment Board.
Budgetary Control & Financial Forecasting: Collaborate with the City Manager to formulate the annual municipal budget. Prepare and submit the annual schedule of anticipated income by the May 15 deadline. Exercise strict budgetary oversight across all city offices and departments, tracking appropriations, expenditures, paid obligations, and unencumbered balances.
Municipal Accounting & Operations: Direct a centralized general accounting system for all municipal operations. Oversee tax collections, utility billing, property assessments, and disbursements in strict compliance with local ordinances.
Departmental & Personnel Management: Lead, supervise, and evaluate Finance Department staff, including the Assistant Finance Director, Utility Accounts Administrator, and Income Tax Administrator. Personally address and resolve complex or sensitive public and stakeholder inquiries.
Capital Projects & Economic Development: Partner with the City Engineer on capital projects and serve as liaison for shared City-County Economic Development. Serve as Treasurer or board representative for entities including the Community Improvement Corporation (CIC), Tax Incentive Review Council (TIRC), Port Authority, Land Bank, and Councils of Governments (COGs).
Contract Compliance & Asset Management: Supervise municipal assets, oversee facility assessment recommendations, coordinate citywide contract processing, and actively track federal, state, and regional grant funding opportunities.
Education: A Bachelor’s degree in business accounting, economics, or finance is required. A Master’s degree (MBA, Finance) or Certified Public Accountant (CPA) credential is preferred.
Experience: Significant management/supervisory experience is required (eight years preferred), with at least three years at a senior management level. Experience operating within a MUNIS-based environment is a major plus.
Licensing & Software: CPA license preferred. A valid Ohio driver's license with a clean driving record is required. Proficiency in ERP software (MUNIS, Telestaff) and productivity tools (Microsoft Office, Google Workspace) is expected.
Communication & Leadership: Exceptional written and verbal communication skills with demonstrated success presenting complex financial data to City Council, public boards, and community groups.
