Job summary

City of San Diego seeks a Finance Analyst IV under the Director of the Department of Finance to perform the most difficult and responsible budgetary and accounting tasks, review, develop and prepare the Citywide budget and monitoring reports, and supervise professional staff.

The position requires a Bachelor's degree (or equivalent) and four years of professional-level accounting experience; substitutions for advanced degrees or CPA are allowed.

Qualifications

• Four years of full-time professional-level experience in accounting, auditing and/or internal controls, and/or developing, administering and analyzing budgets.
• Master's Degree in Accounting, MBA, Economics, Finance, or related field may substitute for up to one year of required experience.
• CPA license or CPA exam completion may substitute for up to one year of required experience.

Under the direction of the Director of the Department of Finance, Finance Analyst IV positions perform the most difficult and responsible budgetary and accounting tasks; review, develop and prepare the Citywide budget and monitoring reports; perform accounting work of a highly complex or sensitive nature, including maintenance of budgetary, revenue, cost and other financial records; process accounts payable and/or payroll; supervise the work of other professional staff; lead and/or supervise the work of subprofessional and/or clerical staff; plan, analyze and install modifications in financial systems; monitor, recommend and implement internal controls related to financial reporting; and perform other duties as assigned.

• Eligible benefitted employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).

EDUCATION

• Bachelor's Degree or equivalent education (i.e., minimum completed units = 120 semester/180 quarter).

NOTE:

EXPERIENCE

• Four years of full-time professional-level experience in accounting, auditing and/or internal controls, and/or developing, administering and analyzing budgets. Qualifying experience may include collecting and analyzing financial data for one or more of the following purposes: to make financial or economic projections; research to develop or justify budgets and/or long term financial plans; to prepare financial statements; to reconcile and balance accounts; and/or provide information for policy, internal financial control recommendations or business decisions.

NOTES:

• A Master's Degree in Accounting, Business Administration, Economics, Finance, Management, Public Administration or a closely related field of study may be substituted for a MAXIMUM of one year of the required experience.
• Possession of a Certified Public Accountant (CPA) License or successful completion of all parts of the written test for the CPA License may be substituted for a MAXIMUM of one year of the required experience.
• City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.
