Hawaii Technology Academy PCS seeks an Accounting/Finance Manager to lead the finance function, oversee payroll, billing, GL, and revenue recognition, and maintain strong internal controls.
This role partners with the CFO and the Finance & Administration team, guiding budgeting, forecasting, audits, and financial reporting to support HTA’s mission across multiple campuses.
Hawaii Technology Academy (HTA) is a tuition-free, WASC-accredited public charter school.
HTA received its charter approval on April 28, 2008. In August of that year, it opened its first learning center in Waipahu for Oahu students in Grades K-10. One year later, HTA added Grade 11 and expanded to Kauai, Maui, and Hawaii Island, adding a learning center in Princeville for Kauai students and two virtual pilot programs on Maui and Hawaii Island. In 2010, HTA began serving students in Grades K-12.
Today, HTA serves more than 2,300 students on six campuses across four islands (Hawaii Island, Kauai, Maui, and Oahu) and is Hawaii’s largest statewide public charter school.
The Accounting/Finance Manager reports directly to the CFO and oversees financial activities, including accounting operations, budgeting, financial reporting, internal controls, compliance, audits, and financial initiatives that support HTA’s mission /vision statement.
HTA seeks an Accounting/Finance Manager with comprehensive knowledge of the department’s accounting and financial operations. This individual should be cross-trained in key departmental functions and able to step in and provide coverage when team members are absent or on leave. The Accounting/Finance Manager will ensure continuity of operations, maintain appropriate internal controls, and provide support across the department as needed.
The Accounting/Finance Manager is a key member of HTA’s Finance & Administration team and will partner closely with the CFO on both day-to-day financial operations and broader organizational financial matters. The position is designed for a finance professional who brings strong technical expertise, people leadership, sound judgment, and the capacity to grow into increasing levels of organizational responsibility.
Leadership: As a member of the senior leadership team, participates in the development and implementation of financial business plans to meet strategic goals and ensure current and future financial stability and sustainability. Establishes and maintains professional relationships within the charter school community, as well as with the State and Charter Commission, to benefit the organization. Represents the organization through participation in national and/or local professional organizations.
Team Development: Provides direct supervision and day-to-day leadership to approximately 2–3 Finance/Accounting employees. Establishes clear expectations, assigns and prioritizes work, and ensures timely and accurate completion of department responsibilities. Provides regular coaching, feedback, and support to strengthen employee performance and professional growth. Supports training and cross-training to build team capacity, strengthen internal knowledge, and ensure continuity of operations. Fosters a collaborative, professional, accountable, and service-oriented team environment. Holds employees accountable for accuracy, performance, deadlines, and adherence to established policies and procedures. Addresses performance and workplace concerns promptly and professionally, in coordination with Human Resources and the CFO, as appropriate. Encourages continuous improvement and identifies opportunities to strengthen team effectiveness, processes, and financial operations.
Accounting and Finance Operations: Oversees accounting and finance operations, including payroll, billing, accounts receivable, accounts payable, general ledger, fixed assets, cost accounting, revenue recognition, inventory accounting, cash management, banking relationships, and treasury functions. Works with the school’s partners, risk management providers, and insurance carriers to administer organizational insurance programs, claims, and claim resolution.
Departmental Management: Recruits, manages, trains, supervises, mentors, develops, and evaluates the Finance Department staff. Provides leadership, establishes departmental goals, promotes professional development, and fosters a culture of accountability, collaboration, continuous improvement, and motivation through guidance and personal example.
Financial Reporting: Prepares and presents accurate and timely monthly, quarterly, and annual financial statements, balance sheets, and income statements to inform management and governance (Board of Directors). Provides financial insights and recommendations to support strategic and operational decision-making. Participates with national associations to gather and report financial and school data, as needed, to identify trends.
Budgeting & Forecasting: Collaborates with senior leadership to develop annual operating and capital budgets. Monitors monthly budgets, analyzes and reports variances, trends, and forecasts, and works with departmental and executive leadership to provide recommendations that maintain fiscal stability and support organizational objectives.
Internal Controls: Creates and maintains organizational financial reporting controls and develops and implements documented accounting policies, processes, and procedures to safeguard assets, strengthen internal controls, improve processes, and support the school’s strategy. Evaluates and improves financial processes and oversees the effective use and configuration of financial, payroll, and related information systems.
Compliance & Audits: Collaborates with external auditors approved by the Charter Commission and ensures adherence to GAAP; applicable provisions of the Hawaii Revised Statutes; IRS and other regulations applicable to charter schools in Hawaii; grant and contract requirements; applicable governmental reporting requirements; and GASB standards, including GASB 87, 96, and 101. Stays current on technical and regulatory issues affecting compliance and the organization.
The position requires the ability to perform essential office functions, including prolonged computer use, reviewing financial documents, and communicating electronically, by telephone, and via Zoom. Must be able to lift 10‑15 lbs.

Paid Vacation, Sick Leave, and State/Federal Holidays: BU13 12-month employees receive 21 days of vacation and 21 days of sick leave per school year, provided that all conditions under the respective collective bargaining agreement are met.
Health Insurance: If eligible, HTA PCS pays a portion of the premiums for each employee’s enrollment in State-sponsored Medical, Drug, Vision, and Adult Dental plans. Group Life Insurance: The State provides a life insurance policy for employees and retirees.
Employee Assistance Program: Paid by the employer.
Premium Conversion Plan: Participating employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
Flexible Spending Accounts: Eligible employees can reduce their federal and state income taxes and Social Security taxes through Flexible Spending Account programs for health and dependent care expenses. These programs allow employees to set aside pre-tax funds for eligible expenses.
Retirement Plan: The State contributes to a retirement plan for eligible employees. Generally, employees with at least 10 years of credited service who have reached 65 years of age, or with 30 years of credited service who are 60 years old, may retire and receive benefits. 403(b) Retirement Plan: If eligible, charter school employees may participate in a tax-sheltered annuity program that allows eligible employees to contribute pre-tax dollars to an employee-selected investment service provider authorized to provide TSA products.
Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work-related injury or illness.
Social Security: As an employer, the State also contributes to an employee’s Social Security account.
Workers’ Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers’ compensation.
Union & Collective Bargaining: Charter school employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance, and other opportunities.
