Job summary

Community Access in New York City seeks a Field Supervisor to lead the facilities maintenance team across multiple properties. Salary Range: $105,000.00 To $115,000.00 Annually

Community Access was founded in 1974 to provide housing and support for people being discharged from psychiatric institutions. Today, we are one of the leading providers of supportive and affordable housing in New York City, and the originators of an integrated housing model which has become a best practice nationally: affordable housing where families live alongside people living with mental health concerns. Our staff work daily to support thousands of New Yorkers through supportive and affordable housing, peer-driven residential crisis support programs, training, advocacy, supported education, mobile treatment and other healing-focused services.

Program/Department Description

The Facilities Department is responsible for the overall physical operation, maintenance, safety, cleanliness, and regulatory compliance of Community Access properties. The department ensures that buildings are maintained in a safe, clean, functional, and code-compliant condition while supporting resident satisfaction, asset preservation, and organizational performance goals.

Facilities Maintenance is responsible for building systems and repairs, work order management, preventive maintenance, apartment turnovers, building and grounds conditions, emergency response, and oversight of maintenance vendors and contracted porter services. The department is responsible for maintaining accurate and timely maintenance records and utilizing agency systems and technology to track work, inspections, building conditions, and performance.

Position Overview

The Field Supervisor is responsible for the operational leadership, supervision, quality assurance, and performance management of Community Access's maintenance workforce and assigned properties. The position provides direct supervision of field staff, ensures consistent maintenance and building standards across the portfolio, and oversees work order performance, apartment turnover readiness, preventive maintenance, building conditions and cleanliness, regulatory compliance, staff development, and emergency response coordination.

The Field Supervisor regularly monitors building and staff performance through site inspections, supervision, KPIs, and maintenance management systems. The position is responsible for ensuring accurate documentation and use of agency technology, identifying performance concerns and operational trends, and ensuring timely corrective action and follow-up.

The Field Supervisor serves as the primary operational bridge between site maintenance staff and the Chief Operating Officer and works collaboratively with Property Management, Supportive Services, and other departments to ensure Facilities issues are identified, communicated, tracked, and resolved. The position ensures maintenance operations support resident satisfaction, regulatory compliance, asset preservation, and organizational goals.

Key Performance Indicators

All Key Performance Indicators below are expected to be met fully.

Work Order Management
  • 95% of emergency work orders completed within required response times.
  • 95% of routine work orders completed within established service standards.
  • Less than 10% of work orders exceed target completion dates.
  • Less than 5% repeat repair rate.
Preventive Maintenance
  • 95% completion rate for all scheduled preventive maintenance activities.
  • 100% completion of life-safety inspections and testing requirements.
  • 100% completion of annual building systems inspections.
Apartment Turnovers
  • 95% of apartment turnovers completed within established organizational standards.
  • Less than 5% variance from projected turnover completion schedules.
Compliance
  • 95% of violations corrected and certified before agency or regulatory deadlines.
  • 100% completion of required building inspections.
  • 100% compliance with maintenance-related regulatory reporting requirements.
Building Quality
  • Portfolio inspection scores averaging 90% or greater.
  • Corrective actions completed within required timeframes.
Site Management
  • 100% of assigned properties receive a documented supervisory site inspection each month.
  • 100% of identified critical deficiencies have documented corrective action and follow-up.
  • 100% of underperforming sites have documented performance improvement plans until performance returns to standard.
Staff Management
  • 100% completion and documentation of required supervision sessions, including review of assigned-site KPIs, building conditions, outstanding corrective actions, and staff performance.
  • 100% completion of annual evaluations.
  • 100% completion of required staff training plans.
Resident Service
  • Maintenance-related resident complaints resolved within five business days.
  • Resident satisfaction scores meeting agency standards.
Job Qualifications
  • Have an understanding, appreciation, and commitment to the philosophy and mission of Community Access.
  • High school diploma or GED required.
  • Associate's degree, technical certification, or trade school training preferred.
  • Seven (7) to ten (10) years of building maintenance, facilities management, or property operations experience.
  • Minimum three (3) years supervisory experience.
  • Experience supervising multiple sites and maintenance teams preferred.
  • Experience within affordable housing, supportive housing, or multifamily housing preferred.
  • Must be fingerprinted and cleared by the New York State Justice Center.
  • Must be able to regularly lift and carry items which weigh up to 100 lbs.
  • Must possess and maintain the following Certificates or achieve within 4 months of employment: Supervision of Fire Alarm Systems, S-95; Citywide Fire Guard for Impairment, F-01; Citywide Sprinkler Systems, S-12; and Citywide Standpipe Systems, S-13.
