Job summary

The City of San Gabriel's Public Works Department seeks a Field Supervisor to oversee field operations including facilities, landscaping, lighting, sewers, streets, traffic and related infrastructure.

Under general supervision, the Field Supervisor will lead a division, coordinate maintenance and repairs, mentor staff, and ensure safe, efficient service for the community, with emphasis on leadership, communication, and accountability.

THE IDEAL CANDIDATE

The ideal candidate is a highly experienced public works professional with several years of increasingly responsible experience maintaining construction, improvement, maintenance, and repair of facilities, landscaping, lighting, sewers, storm drains, streets/right-of-way, traffic, trees for a public or private agency. The ideal candidate also has demonstrable leadership and supervisory qualities, is highly motivated, and is proficient in all aspects of street and infrastructure maintenance. The ideal candidate also has outstanding oral and written communication skills, organizational skills, interpersonal tact, judgement, and work ethic.

POSITION SUMMARY

Under general supervision, the Field Supervisor is responsible for and oversees an assigned division(s) of the city’s field operations, which may include but are not limited to the construction, improvement, maintenance, and repair of facilities, landscaping, lighting, sewers, storm drains, streets/right-of-way, traffic, trees, and other city-owned or maintained infrastructure; and performs other related duties as assigned.

The Field Supervisor is an FLSA exempt position responsible for the overall supervision of a specific division and performs complex maintenance, service, and repairs when needed to city-owned or maintained infrastructure. This class differs from a Maintenance Leadperson due to the level of experience and education required, level of responsibilities, level of work performed, level of staff supervision, and level of decision-making within established guidelines.

Please note, this recruitment will fill three current openings in the Public Works Department: Facilities Division, Parks & Trees Division, and Wastewater Division.

Minimum Qualification Requirements:

The following specifies the minimum requirements and their equivalencies for this position:

Minimum Requirement

• Associate Degree in Business Administration, Public Administration, Civil Engineering, or other closely related/applicable field; and
• Four (4) years of increasingly responsible experience in one or more field operation areas for a public or private agency, with at least one (1) year in a formal lead capacity.

Minimum Requirement Equivalency 1

• 60 units of college coursework in lieu of an Associate's Degree. Units must be approved by the city, be transferable, and include the English and math requirements for an Associate's Degree; and
• Four (4) years of increasingly responsible experience in one or more field operation areas for a public or private agency, with at least two (2) years in a formal lead capacity.

Minimum Requirement Equivalency 2

• Eight (8) years of increasingly responsible experience in one or more field operation areas for a public or private agency, with at least four (4) years in a formal lead capacity.

Licenses and Certifications:

The following licenses and certifications are required for this position:

• California Class C Driver’s License.
• Must maintain a satisfactory driving record throughout employment.

Depending on the division, the following licenses, certifications and/or equivalents may be required to possess or be able to obtain within twelve (12) months of appointment:

• California Water Environment Association (CWEA) Grade Level 3 Certificate in Collection Systems Maintenance.
• National Association of Sewer Service Companies (NASSCO) Pipeline Assessment Certificate and Manhole Assessment Certificate.
• California Class B Driver’s License.
• International Society of Arboriculture Certified Arborist.
• California Department of Pesticide Regulation (DPR) Qualified Applicator License (QAL).
• Los Angeles County Public Health Swimming Pool Service Technician Certification.

Desirable Qualifications:

The following qualifications and/or experience are desirable and shall be given due merit and consideration during the evaluation and selection process:

• Associate’s Degree in Business Administration, Public Administration, Civil Engineering, or a related field.
• Possession of relevant professional certifications and/or licenses, including but not limited to the following, or equivalents:
  • California Class B or A Driver’s License.
  • California Department of Industrial Regulations (DIR) contractor license(s).
  • California Department of Pesticide Regulation (DPR) license(s) or certification(s).
  • Backflow Prevention Assembly Tester or Cross Connection Control Specialist certification(s) from a California State Water Resources Control Board (SWRCB) recognized organization.
  • California Water Environment Association (CWEA) certification(s).
  • National Association of Sewer Service Companies (NASSCO) certification(s).
  • International Municipal Signal Association certification(s).
  • International Society of Arboriculture certification(s)/qualification(s).
  • National Recreation and Park Association certification(s).
• Related experience working in a supervisor level position with a local government agency.

Highly Desirable Qualifications:

The following qualifications and/or experience are not required but are highly desirable, and shall be given due merit and consideration during the evaluation and selection process:

• Bachelor’s Degree or higher in Business Administration, Public Administration, Civil Engineering, or a related field.
• More than three (3) years of related experience working in a supervisor level position or higher with a local government agency.
